Abstract

This research aims to study and analyze in depth about improving the quality of lecturers in the learning process at the university which is focused on university policies and programs in improving lecturer qualifications and competencies in terms of seven quality elements. The method used is a qualitative method with a case study approach in 27 study programs at the University of Singaperbangsa Karawang, and involves elements of leadership, quality control units, lecturers and students as research participants. The results of this study indicate that the university has implemented policies and programs to improve the qualifications and competencies of lecturers, but overall the results have not shown superior quality in accordance with the quality standards of lecturers that have been set as a prerequisite in organizing a quality learning process at the university. Seven quality elements to improving lecturer qualifications and competencies namely quality philosophy, quality standards, quality policy objectives, quality structure, processes quality, quality control cycle and quality assessment, so that it increasingly meets the prerequisites for organizing a quality learning process.

Abstract

Posisi dan peran guru dalam proses pendidikan di Indonesia merupakan permasalahan pendidikan nasional yang penuh kontroversi dan tidak pernah selesa dai masa ke masa. Apakah posisi dan peran guru dalam proses pendidikan nasional Indonesia itu sentral sehingga menentukan mutu dan keberhasilan proses pendidikan nasional? Kalau memang sentral, apakah tugas guru itu merupakan tugas profesional yang tidak dapat d iceijakan oleh siapa saja? Kalau tugas itu menuntut persyaratan professional tertentu, apakah guru diakui sebagai sebuah profesi yang menuntut penghargaan sebagaimana layaknya sebuah profesi penting dalam upaya mencerdaskan bangsa?

Abstract

This research aimed to examine the infrastructure development of vocational education programs and the role of leadership and management in accordance with the demands of the workforce. The research applied qualitative method and was conducted at a state Polytechnic in Bandung with participants from the leadership, Study Programs, lecturers and instructors. The results of the study indicated that infrastructure development and the role of leadership and management had been carried out well to meet the needs of the workforce. However, management in the program of recruiting educators from industries and cooperation with other parties in the development of facilities needed an improvement.

Abstract

ABSTRAK Tujuan penelitian ini adalah mengekspolasi secara mendalam partisipasi masyarakat dalam pemenuhan fasilitas pendidikan di Sekolah Dasar. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan dengan wawancara dan studi dokumentasi. Penelitian ini dilaksanakan di SDN Cicalengka 4 Bandung. Hasil penelitian menggambarkan lima kategori partisipasi masayarakat dalam pemenuhan fasilitas pendidikan, yaitu penyedia fasilitas, pengawas pembangunan, peran komite sekolah, Partisipasi tenaga, partisipasi dana. Dari lima peran tersebut, maka peran komite sekolah tentu akan berdampak besar dalam pemenuhan fasilitas pendidikan jika difungsikan secara maksimal. Kata Kunci : Fasilitas Pendidikan, Komite Sekolah, Ruang Kelas Baru (RKB). Abstract

This study aims to find out the role of the principal in the utilization of digitalization system for elementary school management through SMSBK application at SD El Fitra, Bandung City. The method used in this study is the case study method. Based on the research findings, the results and impact of the implementation of the school management digitization system by the principal obtained an idea that the smsbk application implemented improves the quality of management, facilitates the control of unfinished work, accelerates the reporting process. In addition, this application is also able to help school management, improve teacher productivity and performance, and facilitate task completion because data is centralized in digital.

The research method used is qualitative method with case study approach. Data collection is done with interviews and documentation studies. This research was conducted at SDN Cicalengka 4 Bandung. The results describe five categories of community participation in the fulfillment of educational facilities, namely facility providers, development supervisors, the role of school committees, labor participation, fund participation. Of the five roles, the role of the school committee will certainly have a big impact in the fulfillment of educational facilities if functioned to the maximum.

Abstract

Tanah sebagai lambang kekuasaan mempunyai arti mendasar bagi masyarakat Indonesia. Lembaga di Indonesia yang melaksanakan kepengurusan bidang pertanahan secara nasional, regional dan sektoral sesuai dengan ketentuan peraturan perundang-undangan disebut Bandan Pertanahan Nasional (BPN). Paradigma masyarakat tentang pengurusan kelegalan tanah di kantor pertanahan merupakan hal yang sulit dan berbelit. Masih tingginya keluhan masyarakat pada pelayanan publik yang dilakukan BPN secara umum dan kantor pertanahan (kantah) Kota Bandung khusunya berkaitan dengan proses pelayanan yang lama, banyaknya pungli, hingga ketidakramahan pegawai. Untuk menghilangkan citra kurang baik BPN, memulihkan tingkat kepercayaan masyarakat, dan mengoptimalkan pelayanan publik terbaik dalam proses pelayanan pertanahan, maka Kantor Pertanahan (Kantah) Kota Bandung membuat sistem informasi dengan nama Smart Service Office (SSO). Hasil kajian menyimpulkan bahwa pertama, Kantah Kota Bandung melakukan usaha menangani masalah pelayanan publik dengan mengelola pengaduan sebaik mungkin melalui partisipasi masyarakat sehingga dihasilkan workfolw terintegrasi. Kedua Kantor Pertanahan Kota Bandung mengimplementasikan teknologi smart service office melalui command center untuk mempermudah layanan pertanahan, sehinnga mendapatkan penghargaan sebagai role model dengan predikat sangat baik.
