Abstract

The COVID-19 epidemic significantly impacted the worldwide tourism sector, resulting in a notable decrease in both domestic and foreign tourist arrivals in Bandar Lampung. The Bandar Lampung Tourism Office, as the principal institutional authority managing the city's tourism sector, was necessitated to react swiftly and efficiently to a developing issue. This study examines the crisis communication management tactics employed by the office during the pandemic. This research adopts a post-positivist perspective and utilizes a qualitative, descriptive technique to analyze crisis communication during three essential phases: pre-crisis, crisis, and post-crisis. The results demonstrate that the pre-crisis timeframe was marked by inadequate preparedness and a lack of proactive risk mitigation strategies. The crisis phase demonstrated a more nimble institutional response, characterized by adaptive methods, intersectoral collaborations, and innovation-driven modifications to tourism operations. During the post-crisis period, the Tourism Office implemented communicative techniques aligned with the Situational Crisis Communication Theory (SCCT), encompassing image restoration, stakeholder reassurance, and strategic media framing to influence public opinion and restore trust. These observations enhance the broader discussion on crisis communication in the public sector and emphasize the necessity for robust, theory-based frameworks in tourist governance during global shocks.

Abstract

This article discusses the role of Lampung's local cultural wisdom values ​​in developing students' cultural literacy in the 21st century. By integrating local wisdom into the education curriculum, students not only learn about the richness of their culture, but also develop the literacy skills necessary to face the challenges of globalization. Through a multidisciplinary approach, such as economic, artistic, language and digital literacy, Tapis Lampung is used as a tool to increase students' understanding of symbolism, design and marketing in the local cultural context. In addition, this article highlights the importance of local wisdom-based literacy movements in improving the quality of human resources in Lampung Province, which aims to create an intelligent, innovative and independent society. Thus, cultural literacy not only functions as a means of education, but also as a bridge to maintain cultural identity and foster tolerance in a diverse society. It is hoped that this article will provide insight for educators and policy makers in designing educational programs that are more relevant and responsive to the needs of the times.   Artikel ini membahas tentang peran nilai-nilai kearifan lokal budaya Lampung dalam mengembangkan literasi budaya peserta didik di abad ke-21. Dengan mengintegrasikan kearifan lokal ke dalam kurikulum pendidikan, peserta didik tidak hanya belajar tentang kekayaan budayanya, tetapi juga mengembangkan keterampilan literasi yang diperlukan untuk menghadapi tantangan globalisasi. Melalui pendekatan multidisiplin, seperti ekonomi, seni, bahasa, dan literasi digital, Tapis Lampung digunakan sebagai alat untuk meningkatkan pemahaman peserta didik tentang simbolisme, desain, dan pemasaran dalam konteks budaya lokal. Selain itu, artikel ini menyoroti pentingnya gerakan literasi berbasis kearifan lokal dalam meningkatkan kualitas sumber daya manusia di Provinsi Lampung, yang bertujuan untuk menciptakan masyarakat yang cerdas, inovatif, dan mandiri. Dengan demikian, literasi budaya tidak hanya berfungsi sebagai sarana pendidikan, tetapi juga sebagai jembatan untuk menjaga identitas budaya dan menumbuhkan toleransi dalam masyarakat yang beragam. Diharapkan artikel ini akan memberikan wawasan bagi para pendidik dan pembuat kebijakan dalam merancang program pendidikan yang lebih relevan dan responsif terhadap kebutuhan zaman.
