Abstract

Penelitian ini bertujuan untuk menganalisis strategi penguatan manajemen satuan pendidikan dalam upaya mewujudkan sekolah yang bermutu dan memiliki daya saing tinggi. Sekolah sebagai lembaga pendidikan formal memerlukan tata kelola yang efektif, efisien, dan adaptif terhadap perubahan lingkungan pendidikan yang semakin dinamis. Dalam konteks otonomi pendidikan, kepala sekolah memegang peran strategis sebagai manajer, pemimpin, dan penggerak utama kualitas pendidikan. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan studi dokumentasi di beberapa sekolah menengah. Hasil penelitian menunjukkan bahwa penguatan manajemen satuan pendidikan dapat dicapai melalui perencanaan strategis berbasis data, kepemimpinan transformasional, partisipasi aktif seluruh pemangku kepentingan sekolah, serta peningkatan kapasitas guru dan tenaga kependidikan. Sekolah yang menerapkan manajemen berbasis mutu terbukti lebih adaptif dalam menghadapi tantangan global, memiliki budaya kerja yang positif, serta mampu membangun citra sebagai lembaga pendidikan yang kompetitif. Kesimpulannya, penguatan manajemen satuan pendidikan merupakan kunci utama dalam menciptakan sekolah yang tidak hanya unggul secara akademik, tetapi juga memiliki daya saing dalam berbagai aspek, baik lokal maupun global.

Abstract

This study aims to analyze the implementation of the Regional Regulation (Perda) of Padang City in promoting transparent and participatory governance. Transparency and public participation are essential principles of good governance, requiring local governments to be open in decision-making processes and to actively involve citizens in public policy formulation. The research adopts a descriptive qualitative approach, utilizing data collection techniques such as document analysis, in-depth interviews with local government officials, and direct observation. The findings indicate that the implementation of Padang City’s regional regulation has provided a legal framework for a more open government, particularly through public information disclosure, community involvement in development planning forums (Musrenbang), and the strengthening of independent oversight institutions. However, several challenges remain in the implementation process, including limited human resource capacity, low public awareness of participatory rights, and the suboptimal use of information technology. Therefore, strong political commitment, enhanced capacity building for government personnel, and continuous public education are needed to ensure that the regulation is effectively implemented and contributes meaningfully to the realization of a transparent, accountable, and participatory local government.

Abstract

This article seeks to explore the connection between work motivation and employee performance appraisal outcomes from a managerial psychology perspective through an in-depth review of the literature. The study adopts a library research approach by analyzing relevant academic journals, books, and recent scholarly publications. The review reveals that work motivation significantly influences employee attitudes and work behavior, which in turn affects performance evaluation results. Employees with stronger motivation tend to demonstrate higher commitment in achieving organizational performance targets. The study concludes that work motivation and performance appraisal function as interrelated managerial elements that require continuous and integrated management to enhance overall human resource performance..

Abstract

The digital transformation in education has brought significant changes to learning systems, school management, and the performance of educators. This study aims to analyze the risks educators face in maintaining and improving their performance in the digital era. These risks include aspects of technology adaptation, workload, digital competence, and teacher psychological well-being. The method used in this study is a qualitative descriptive approach with data collection techniques through interviews, observations, and documentation studies of teachers in several secondary schools. The analysis results indicate that most educators face difficulties in adapting to the demands of educational technology, such as the use of Learning Management Systems (LMS), digital platforms, and interactive learning media. Furthermore, there is a risk of decreased work motivation due to increased digital administrative burdens and a lack of ongoing training. School leadership and organizational support also play a crucial role in mitigating these risks. This study emphasizes the importance of risk management strategies for educator performance through improving digital competencies, strengthening technical and psychological support, and developing policies that adapt to technological change. In conclusion, digital transformation requires not only technical capabilities but also mental readiness and a managerial system that is responsive to the dynamics of change. The results of this study are expected to serve as a basis for policymakers in the education sector to design teacher professional development programs that are more relevant to the challenges of the digital era.
