Abstract

Tourism is a strategic sector in Indonesia’s national development, contributing significantly to economic growth, job creation, and the promotion of cultural identity. However, uncontrolled tourism activities have the potential to lead to environmental degradation, social inequality, the loss of local cultural identity, economic disparities, excessive concentration of tourism in certain destinations, and inconsistencies with the principles of sustainable development. This paper aims to analyze sustainable tourism strategies in Indonesia, emphasizing the integration of economic, social, cultural, and environmental aspects. The approach used in this paper is a literature review, policy analysis, and governance strategy analysis combined with an environmentally conscious tourism development framework. The analysis shows that sustainable tourism development must balance economic, social, and environmental dimensions in accordance with the principles of sustainable development (Brundtland Report). Strengthening multi-level governance, implementing the principle of Free, Prior, and Informed Consent (FPIC), managing carrying capacity, and empowering local economies are key strategies for creating a sustainable tourism system. Furthermore, the implementation of Community-Based Tourism (CBT) and the diversification of tourist destinations outside of core areas are considered capable of expanding economic benefits and reducing ecological pressures. This article emphasizes that the success of Indonesian tourism development depends on collaboration between stakeholders, green fiscal policies, and a commitment to cultural and environmental protection.

Abstract

This research is motivated by the decrease in community participation in the election of village heads (Pilkades) by e-Voting in Magetan Regency in 2023 compared to 2019. The purpose of this study is to analyze the effectiveness, identify challenges and supports for the implementation of e-Voting in the Regional Elections in Magetan Regency. The research method used is a qualitative approach with data collection techniques through interviews using the snowball sampling method on informants from the Community and Village Empowerment Office, Communication and Information Service, Village Government, Pilkades committee, and the elderly. Data is also obtained from archives, reports, regulations, and technical instructions related to the implementation of e-Voting. Data analysis techniques include data condensation, data presentation, and conclusion drawn. The results of the study show that the implementation of e-Voting in Magetan Regency in general has been effective by being marked by the achievement of the objectives of the activity. Challenges faced include: limited technological infrastructure, low digital literacy, system reliability and technical failures. The challenges of implementing e-Voting can be overcome with collaboration and synergy across agencies and election committees. Collaboration and synergy in the implementation of e-Voting is supported by strong organizational characteristics, a supportive environment, competent human resources, and progressive policies and management. The research recommendations include increasing socialization through online and offline media in a balanced manner, developing e-Voting applications independently, and appointing special staff to support the sustainability of e-Voting innovation.

Abstract

This study is motivated by the unmet targets of village financial administration management in Parang District. It aims to analyze the effectiveness of coaching and supervision, as well as the factors influencing village government financial administration. The research employs a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving 11 informants, and analyzed using an interactive qualitative data analysis model with triangulation to ensure data validity. The findings show that coaching in village financial administration has clear objectives, actors, and materials; however, its implementation has not been optimal due to limited apparatus capacity, the absence of measurable performance targets, and the lack of standardized SOPs and technical guidelines. Supervision has been conducted systematically through monitoring, examination, guidance, and corrective actions, yet it requires further strengthening of sub-district apparatus capacity to ensure effectiveness and sustainability. Factors contributing to suboptimal financial administration include environmental changes, administrative complexity, technical errors, delegated authority, and leadership issues. The study concludes that village financial administration management still faces significant challenges related to implementation standards, apparatus capacity, and inter-agency coordination. Therefore, it is recommended to develop standardized SOPs and technical guidelines, enhance apparatus capacity through continuous technical training, and strengthen coordination among coaches, supervisors, and village officials to improve the accountability of village financial management.
