Abstract

Introduction: This study investigates how stunting prevention policies are implemented in Rote Ndao Regency, Indonesia—a rural district where 1 in 5 children remains stunted despite recent gains. Methods: The research adopted a qualitative phenomenological single case design, drawing on semi structured interviews (n=12), non participant observations, and document review. Guided by implementation theory, the analysis centred on four variables—communication, resources, disposition, and bureaucratic structure—and followed data saturation principles. Results: Stunting prevalence declined from 22.4% (August?2022) to 21.7% (February 2023) in tandem with a 27% rise in the district health budget (IDR 118 billion IDR 150.7 billion, 2018 2022). Yet implementation remains hampered by human resource imbalances, limited community health worker training, and weak inter sectoral coordination. Conclusion: Despite these constraints, the commitment of midwives and Posyandu cadres has yielded modest but measurable progress. To sustain gains, we recommend integrated monitoring dashboards, evidence based HR redistribution, and structured community communication packages that embed policy convergence, robust M&E, and deep community participation—cornerstones of cohesive, adaptive, and sustainable rural health governance.

Abstract

The purpose of this study is to analyze Good Village Governance in the management of Village Funds and to find the inhibiting factors of Good Village Governance in the management of Village Funds in Lobalain District, Rote Ndao Regency. Using a qualitative approach with descriptive methods. Data collection was carried out using interview, observation and documentation techniques to obtain a comprehensive understanding of the governance of village funds being implemented. Data analysis techniques include several stages including data condensation, data presentation and drawing conclusions and testing the validity of data through source triangulation. The theory usedreferring to Permendagri No. 20 of 2018 that village financial management includes planning, implementation, administration, reporting and accountability. As well as the theory of Haris Fause (2023) that Good Village Governance in village financial management through the principles of transparency, participation and accountability The theory of the results of the study shows that the Village in managing Village Funds starting from planning, implementation, administration, reporting and accountability with the principles of good village governance has been running but the participatory principle is still only limited to the planning and implementation stages but not at the reporting and accountability stages. The principle of transparency is still limited to village information boards and billboards so that only people who come to the village office know, the principle of accountability has not been running well because it is still often late in submitting reports. This is due to several limitations, namely the capacity of the apparatus which is still low both in management and mastery of IT as well as facilities and infrastructure which are also still minimal. Therefore, the village government needs to pay attention to increasing the capacity of village officials through skills and knowledge training, procurement of the necessary facilities and infrastructure, especially village information media so that the principles of transparency and accountability become better.

Abstract

This study aims to determine the effectiveness of the implementation of e-government in supporting transparency and public information disclosure on the official website of the Communication and Information Office of Lembata Regency. The type of research used is qualitative research with descriptive research methods. The number of informants in this study was 20 people using purposive sampling techniques. The results of this study use the theory of Sedar Maryanti (2009), namely input in the process of the effectiveness of the implementation of e-government in supporting transparency and disclosure of public information including various elements needed to ensure that the process of implementing e-government in supporting transparency and disclosure of public information runs smoothly and efficiently. In this case, including the quality of human resources, the number of workers, and also performance evaluation, the e-government system planning process at the Communication and Information Office of Lembata Regency has been running in a structured and gradual manner. This planning begins with mapping the available infrastructure, such as internet networks and other information technology devices. In addition, the approach used also considers the needs of digital services in all regions, including remote areas, the results (output) of the quantity of public information provided by the Communication and Information Office of Lembata Regency have been published quite regularly through the media from such as the official website and social media of the agency. The information presented includes local government activities, important announcements, and relevant reports.
