Abstract

Indonesia’s tobacco excise policy has revealed a paradox between its normative objectives and the realities of its implementation. On one hand, the policy aims to reduce cigarette consumption and increase state revenue. On the other hand, successive excise tax hikes have triggered a rise in illicit cigarette circulation, undermined legal small-scale tobacco industries, and exacerbated socioeconomic inequality. This study employs a qualitative approach through literature review to examine the dynamics of tobacco excise policy using public policy theory, policy effectiveness, and socioeconomic disparity frameworks. The findings show that ineffective enforcement, weak distribution systems, and the absence of stakeholder inclusion have prevented the policy from achieving its intended outcomes. The sharp increase in excise taxes without sufficient oversight has created economic incentives for black-market activity, while also driving mass layoffs in small and medium-scale tobacco manufacturing. These outcomes confirm the theory of circular cumulative causation: policies that fail to integrate with social-economic realities tend to reinforce cycles of inequality and regulatory evasion. Therefore, a reformation of Indonesia’s tobacco excise policy is urgently needed—one that emphasizes fairness, effectiveness, and responsiveness through improved oversight, equitable fiscal distribution, and inclusive policymaking involving local communities and small businesses.

Abstract

Tujuan penelitian yaitu untuk mengetahui implementasi dan faktor pendukung serta penghambat Peraturan Daerah Nomor 24 Tahun 2022 Tentang Perlindungan dan Pemberdayaan Nelayan Di Kabupeten Kotabaru. Metode penelitian menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif. Penelitian ini menggunakan dari Teori George.Edward III. Hasil penelitian menunjukan bahwa Implementasi Peraturan Daerah No.24 Tahun 2022 Tentang Perlindungan dan Pemberdayaan Nelayan Di Kabupaten Kotabaru belum berjalan sesuai yang diharapkan. Hal ini terlihat dari komunikasi yang belum maksimal, sumber daya yang kurang, disposisi atau sikap pelaksana yang kurang mendukung terhadap isi kebijakan.

Abstract

The journalism has adopted technology at the next level, where Artificial Intelligence (AI) collaborates in the journalistic field. The aim of this research is to explore AI in the field of journalism and its perceived impact on journalistic products. Literature studies were carried out in international journals indexed by Scopus for 2015-2023. As a result, AI-based journalism is defined as an independent system for collecting, analyzing and processing data through programs created by humans both textually and visually; AI ethics in the form of collecting credible and trustworthy data that has been selected by the editorial team; advantages in the form of being able to overcome contemporary journalistic problems and challenges in the form of journalistic competence.

Abstract

Abstract The policy idea of increasing the number of superior schools in 3T areas has the good aim of equalizing education and creating golden generations in the future. However, this idea has a number of threats and challenges that must be faced, including the amount of the budget, the readiness of teaching staff, and the readiness of the local community. If these threats and challenges are not faced properly, it will create an unsustainable project. This research aims to analyze these policy ideas. This research is qualitative research with a descriptive approach that uses secondary data obtained from books, trusted websites, and indexed scientific articles. The data used was analyzed using the stages of data collection, data selection, data reduction, and drawing conclusions. Keywords: Idea, Excellent School, 3T Region
