Abstract

This study investigates the influence of workload and work environment on employee performance with job satisfaction as a mediating variable in the Directorate General of Training and Productivity Development, Ministry of Manpower of Indonesia in 2025. Using a quantitative approach, data were collected through structured questionnaires from 100 civil servants selected by convenience sampling. Structural Equation Modeling (PLS-SEM) was employed to analyze relationships among variables. Results indicate that workload positively affects both job satisfaction and employee performance, while the work environment significantly influences job satisfaction but does not directly affect performance. Job satisfaction plays a critical mediating role in linking workload and work environment to performance outcomes. The findings underline that an appropriate workload and supportive work environment enhance employee satisfaction, which in turn boosts performance. This study highlights the importance of managing workload and workplace conditions to improve public sector employee productivity. Limitations include a single-agency focus and cross-sectional design. Future research should explore broader contexts using longitudinal and probabilistic sampling methods.

Abstract

Layanan publik adalah hal yang vital dalam penyelenggaraan pemerintahan. Kualitas layanan publik pada Direktorat Hubungan Kerja dan Pengupahan dalam tugasnya melaksanakan penyiapan perumusan kebijakan, pelaksanaan kebijakan, penyusunan norma, standar, prosedur dan kriteria, pemberian bimbingan teknis & supervisi, serta evaluasi pelaporan di bidang Hubungan Kerja dan Pengupahan, masih dirasa banyak kekurangannya. Seperti masih ada pegawai yang kurang responsive dalam melayani masyarakat menyebabkan perusahaan yang menerima layanan kurang puas. Birokrasi yang dianggap masih panjang sehingga sulitnya masyarakat (pengusaha) menemui pejabat yang berwenang dalam proses pengurusan struktur dan skala pengupahan serta perlindungan buruh/pekerja. Penelitian ini bertujuan untuk mengetahui pengaruh gaya kepemimpinan dan penguasaan teknologi terhadap kualitas layanan publik dengan employee engagement sebagai intervening. Penelitian ini menggunakan pendekatan analisis SEM-PLS. Hasil uji hipotesis membuktikan bahwa : Gaya kepemimpinan, penguasaan teknologi dan employee engagement berpengaruh terhadap kualitas pelayanan publik. Gaya kepemimpinan berpengaruh terhadap employee engagement, sedangkan penguasaan teknologi tidak berpengaruh terhadap employee engagement. Kemudian gaya kepemimpinan berpengaruh positif dan signifikan terhadap kualitas pelayanan publik melalui employee engagement. Sedangkan penguasaan teknologi tidak berpengaruh terhadap kualitas pelayanan publik melalui employee engagement

Abstract

Employing foreign workers can be done by any party in accordance with regulations, except for individual employers. However, the use of foreign workers must be carried out carefully and selectively, with attention to and prioritizing the use of domestic workers, including local workers, as long as they align with the required competencies. Every employer employing foreign workers is required to have written permission from the minister or designated official. This study aims to determine the effect of digital service innovation and employee competence on public satisfaction with service quality as a mediator at the Directorate General of Binapenta & PKK. This research is quantitative. The data analysis method used SEM-PLS analysis. The results of the hypothesis testing prove that digital service innovation, employee competence, and service quality have a significant effect on public satisfaction. Furthermore, digital service innovation and employee competency influence service quality. Furthermore, service quality mediates the influence of digital service innovation and employee competency on customer satisfaction.
