Abstract

In this study the Implementation of the Sukma E-Santri Application in the General Section of the Regional Secretariat of Jombang Regency, that government cannot be separated from the quality of public services as an effort to evaluate the performance that has been provided, therefore this application is implemented which refers to the e-government system to make it easier to provide an assessment of the quality of government performance on services provided to the community and realize quality that is fast, effective, efficient and transparent. This research took place at the General Section Office of the Regional Secretariat of Jombang Regency. Data collection was carried out from the results of observations, the internet, interviews from the Head of the General Section TU Subdivision, employees and the public. The data obtained was then combined, processed and analyzed using qualitative methods. The method in this study refers to the George C Edward III implementation model. Assessment of the quality of public services with this application is a reference so that the services provided are getting better in the future and the community is expected to participate in its implementation. The results of the study state that the application of this application from the George C Edward III policy model from the aspects of communication, resources, disposition and bureaucratic structure has shown good results, it's just that there are some that need to be addressed from the quality of performance provided to the community, then the lack of socialization and assistance to the community so that there are some people who take it for granted, and the implementation of the Sukma E-Santri application has a positive influence on the quality of employee performance.   Keywords: Implementation; Public Service; E-Government

Abstract

Water resources are part of limited natural resources both in terms of quality and quantity in meeting human needs. The existence of Regional Drinking Water Company (PERUMDAM) has a strategic role in ensuring the distribution of clean water evenly, considering its urgency for various sectors of life. PERUMDAM Jombang Regency, as one of the Regional Owned Enterprises (BUMD) in Indonesia, seeks to carry out this function. However, the services provided still face obstacles, especially for people who rely heavily on the provision of drinking water, so the implementation is not fully optimal. Like the number of customer reports received by Tirta Kencana Regional People's Representative Council. This study used a qua-litative approach using descriptive methods, referring to George C. Edward III's theory of policy implementation, which includes four main variables: communica-tion, resources, disposition, and bureaucratic structure as major references in identifying the results of this study. Data collection techniques include interviews, observations, and documentation. Research results show that clean water services are running quite successfully, as shown by the availability of clear SOPs and the good attitude of employees. However, there are still obstacles in terms of information clarity and limitations in maintaining the water distribution network. This finding emphasizes the need to improve communication and optimize infrastructure to improve the quality of clean water services for the community.

Abstract

Pernikahan dini merupakan fenomena sosial yang sering terjadi khususnya di Indonesia. Pernikahan dini tidak banyak terekspos tetapi banyak terjadi di tengah masyarakat serta banyak dilakukan oleh para remaja terutama remaja pedesaan. Menurut data dari Pengadilan Agama (PA), Kabupaten Jombang, Jawa Timur selama 3 tahun terakhir (2021-2023) memiliki 1.225 kasus pernikahan dini. Faktor utama penyebab terjadinya pernikahan dini di Kabupaten Jombang yakni karena adanya kecelakaan hamil diluar nikah/married by accident (MBA). Pernikahan dini dapat memberi dampak yang buruk terhadap remaja yang melakukannya. Dampak pernikahan dini berpotensi menimbulkan dampak biologis yang dapat menangkal keselamatan laten ibu dan anak. Selain itu, dampak psikologis yang dapat muncul dari pernikahan dini antara lain ketegangan, depresi, dan trauma psikologis. Penelitian ini menggunakan penelitian kualitatif dengan bentuk deskriptif. Teknik pengumpulan data berupa observasi (pengamatan), wawancara dan dokumentasi. KUA kecamatan Jombang sudah cukup maksimal dalam melakukan upaya pencegahan pernikahan dini. Namun, dalam pengimplementasian program nya masih ditemukan beberapa hambatan yang menyebabkan program tersebut tidak dapat berjalan dengan maksimal.
