Abstract

Pelayanan publik adalah kegiatan untuk memenuhi kebutuhan pelayanan sesuai dengan peraturan, memastikan semua warga negara memiliki akses terhadap barang, jasa, dan pelayanan pemerintah. Surat Keterangan Tidak Mampu (SKTM) adalah produk hukum yang diterbitkan oleh desa atau kelurahan untuk membantu keluarga miskin memenuhi kebutuhan administratif seperti biaya pendidikan, beasiswa, layanan rumah sakit, dan perawatan gratis. Jatipunggur, sebuah kelurahan di Kecamatan Lengkong, Kabupaten Nganjuk, memiliki banyak buruh tani berpenghasilan kurang dari satu juta per bulan, sehingga banyak warganya mengurus SKTM.Penelitian ini bertujuan mendeskripsikan kualitas pelayanan publik di Kantor Desa Jatipunggur, khususnya pada pelayanan SKTM, dengan menggunakan metode deskriptif kualitatif. Fokus penelitian ini berdasarkan lima dimensi kualitas pelayanan publik menurut Zeithml et al. (1990): tangible (berwujud), reliability (kehandalan), responsiveness (ketanggapan), assurance (jaminan), dan empathy (empati). Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan: (1) dimensi responsivitas dan empati telah terpenuhi dengan baik; (2) dimensi tangible memenuhi standar, namun kenyamanan tempat pelayanan perlu diperbaiki, terutama fasilitas ruang tunggu dan pendingin ruangan; (3) dimensi kehandalan menunjukkan kemajuan dalam standar pelayanan dan penggunaan teknologi, namun sosialisasi prosedur perlu ditingkatkan; (4) responsivitas menunjukkan efisiensi dan akurasi tinggi; (5) dimensi jaminan belum optimal dalam ketepatan waktu, meskipun jaminan biaya dan legalitas sudah terjamin. Perbaikan pada beberapa dimensi tersebut dapat meningkatkan kualitas pelayanan publik di Kantor Desa Jatipunggur.

Abstract

The rapid integration of artificial intelligence (AI) into educational settings has introduced both opportunities and tensions in classroom learning. This article examines the role of AI as a learning tool and positions teachers as validators who ensure accuracy, depth, and pedagogical integrity in AI-assisted environments. Drawing on growth mindset theory, the study proposes a conceptual framework, the AI-Teacher Synergy Framework (ATSF), which delineates three interconnected phases: AI-Assisted Exploration, Teacher Validation and Feedback, and Growth Mindset Reinforcement. Through a synthesis of recent literature, the article presents findings across three dimensions: the capacity of AI to catalyze active learning, the evolving role of teachers from content deliverers to validators and mentors, and the function of growth mindset as a bridge between technology use and meaningful learning outcomes. Results indicate that AI tools increase student engagement and personalize learning pathways, but their effectiveness depends on teachers who critically evaluate AI outputs and cultivate resilience in learners. The article concludes that sustainable AI integration requires a synergistic model where technology augments instruction and teachers remain the authoritative validators of knowledge construction.

Abstract

Ciasmara Village in Bogor Regency offers cultural attractions like Celempungan music and the Seren Taun ritual, which are valuable assets within a Community-Based Tourism (CBT) model. This study analysed the communication network managing these events, emphasising the identification and role of central actors in local tourism governance. Using a descriptive quantitative approach and social network analysis, data were collected from 21 appointed tourism managers. UCINET VI software was employed to measure degree, closeness, betweenness, and eigenvector centrality. Results show that actor centrality significantly shapes the effectiveness of the CBT network. Otang Celempung emerged as the most central figure, actively facilitating communication and decision-making. Uday, acting as a liaison, connects otherwise separate groups. The findings highlight the need to strengthen the capacity of key actors to foster collaboration, preserve cultural heritage, and promote sustainable rural tourism.
