Abstract

This study aims to analyze the effectiveness of ZIS fund distribution in supporting economic equity and improving social welfare in Tangerang City during the 2023–2024 period. Employing a qualitative approach with a case study method, data were collected through surveys, previous journals, and official documents such as financial reports. The findings reveal that BAZNAS Tangerang City has demonstrated efficient and effective fund distribution performance, with the Allocation to Collection Ratio (ACR) reaching 100% in 2024 indicating strong public trust in the institution. ZIS funds have proven to be more than just a religious obligation; they serve as a strategic instrument for community economic development and the strengthening of social solidarity in Tangerang City. Abstrak Penelitian ini bertujuan untuk menganalisis efektivitas penyaluran dana ZIS dalam mendukung distribusi ekonomi dan peningkatan kesejahteraan sosial masyarakat Kota Tangerang selama periode 2023–2024. Menggunakan pendekatan kualitatif dan metode studi kasus, data diperoleh melalui survei, jurnal terdahulu, dan dokumen resmi seperti laporan keuangan. Hasilnya menunjukkan bahwa BAZNAS Kota Tangerang memiliki kinerja penyaluran dana yang efisien dan efektif, dengan rasio ACR mencapai 100% pada tahun 2024, mencerminkan tingkat kepercayaan publik yang tinggi. Dana ZIS terbukti tidak hanya sebagai bentuk kewajiban ibadah, tetapi juga sebagai instrumen strategis dalam pembangunan ekonomi dan penguatan solidaritas sosial di Kota Tangerang. Abstract

This study examines the application of the Islamic principles of maslahah, justice, and international trade ethics in analyzing the recent issues surrounding the closure of private fuel stations (SPBU swasta) and the prohibition of exploitative practices in Indonesia’s energy distribution sector. Using a qualitative descriptive approach, the research explores policy documents, academic literature, and news reports to understand how disparities in fuel supply, import policies, and market coordination impact fairness and public welfare. The findings indicate that technical inconsistencies in fuel standards, restricted access to supply, and unequal market power between state-owned and private distributors generate structural imbalances that contradict Islamic ethical values. Furthermore, the study reveals that inadequate transparency and misaligned distribution mechanisms have contributed to inefficiencies that harm consumers and smaller market players. Through the lens of maslahah, the analysis highlights the importance of ensuring that energy policies produce collective benefits while minimizing harm. The study concludes that integrating Islamic ethical principles into energy governance is essential to achieve equitable access, maintain market stability, and prevent exploitation within the national fuel distribution system.
