The development of learning media based on the Pancasila Mini Encyclopedia aims to facilitateeducators and students in the teaching and learning process in the classroom, especially in Civics learning. The research and development model used is the Rowntree development model. The test subjects in this development research were third grade students at SDN 23 Palembang. The evaluation stage in this study uses Tessmer's formative evaluation which is modified by theRowntree development model. This evaluation includes 4 (four) stages, namely self evaluation,expert review, one-to-one, and small group. The validation of this media product was carried out by involving 3 (three) experts, namely media experts, material experts and linguists. The results of the validation of the experts get an average of 93.66% which is stated in the very valid category.Furthermore, in the one-to-one stage, the media was tested on 5 (five) students and judging by theresults of the questionnaire responses, the results obtained an average of 88% which was categorized as very practical. Then in the small group stage, the media was tested on 10 (ten)students and seen from the results of the questionnaire responses, the results obtained an average of 97% which was categorized as very practical. Based on the results of the validation of the experts, the one-to-one and small group stages, the Pancasila Mini Encyclopedia media is feasible to be used as a learning medium.
