Abstract

The transformation of urban governance toward smart governance has become a strategic agenda for building responsive, transparent, and inclusive cities. Surabaya, as one of Indonesia’s leading smart cities, has demonstrated various digital innovations that require in-depth analysis from an institutional and adaptive governance perspective. This study aims to analyze the implementation of Smart Urban Governance in Surabaya using the Dynamic Governance framework, which emphasizes the principles of Thinking Ahead, Thinking Again, and Thinking Across. A qualitative research approach was employed, utilizing in-depth interviews, field observations, and document analysis. The study examined seven key indicators of smart governance: inclusiveness, responsiveness, transparency and accountability, data governance, collaborative governance, digital infrastructure and capacity, and institutional adaptability. The findings reveal that Surabaya has successfully implemented most of these indicators through various innovations such as the WargaKu application, e-Peken platform, Command Center 112, and a paperless bureaucracy system. However, challenges remain in ensuring the inclusion of vulnerable groups and in addressing complex complaints across sectors. The study concludes that the principles of Dynamic Governance are reflected in Surabaya’s digital policies, although improvements are still needed in citizen participation and cross-sectoral integration. This research recommends expanding digital literacy, conducting continuous evaluations of digital platform performance, and undertaking comparative studies with other cities to strengthen smart governance policies in Indonesia.

Abstract

This study investigates how experience quality at a major MICE event shapes post-trip destination image by testing the mediating role of satisfaction within the emerging tourism setting of Lake Toba, Indonesia. Using survey data from 413 attendees of the Aqua Bike WorldChampionship and Partial Least Squares Structural Equation Modelling, the analysis demonstrates that experience quality significantly enhances satisfaction and directly improves destination image. Satisfaction also exerts a strong positive influence on destination image and partially mediates the relationship between experience quality and image. These findings validate a dual pathway model in which affective processes operate through satisfaction, while cognitive processes allow objective event attributes to shape destination image independently. The study advances theoretical understanding of MICE experience formation by demonstrating concurrent emotional and rational mechanisms. Practical implications highlight the need for planners to strengthen both experiential and functional quality elements to enhance Indonesia’s competitiveness as a growing MICE destination.

Abstract

This study investigates how collaborative governance quality influences employee engagement and perceived collaborative performance through collaborative leadership, role clarity across organizations, and inter-organizational trust. The study adopts a quantitative, cross-sectional survey design. Data were collected from 332 government employees involved in inter-organizational collaboration across provincial and district-level government organizations in East Java between March and May 2025. The proposed research model was tested using Partial Least Squares Structural Equation Modeling to examine direct and mediating relationships among the constructs. The findings show that collaborative governance quality has a strong positive effect on collaborative leadership and significant indirect effects on role clarity and inter-organizational trust. Collaborative leadership significantly enhances both role clarity and trust, which in turn positively influence employee engagement. Employee engagement emerges as the most proximate and powerful predictor of perceived collaborative performance. Mediation analysis indicates that governance quality affects engagement and performance primarily through leadership, role clarity, and trust rather than through direct effects. This study extends collaborative governance theory by integrating leadership and human resource management perspectives, offering a micro-level explanation of how governance arrangements shape employee engagement and performance.
