Abstract

The low quality and performance of school administration personnel will have an impact on the smooth implementation of education, this happens because employees lack discipline and the most important problem that occurs is the lack of school administration personnel who are in accordance with qualifications. The purpose of this study is to analyse the performance standards of school administration personnel, the principal's steps in coaching school administration personnel, and the achievements in coaching school administration personnel at SMA Negeri 1 Kaway XVI West Aceh. This research uses a qualitative method with a descriptive analysis approach. Data collection techniques were carried out by means of observation, interviews and documentation. The subjects in this study were the principal and 3 (three) school administration personnel. Based on the research results: 1) Performance standards of school administration personnel at SMA Negeri 1 Kaway XVI West Aceh such as correspondence administration, personnel administration, financial administration, infrastructure administration. 2) The steps in coaching given by the principal to school administration personnel are a) Gathering school administration personnel, b) Providing direction coaching to school administration personnel, c) Controlling the implementation of the duties of school administration personnel, and d) conducting evaluations. 3) School administration personnel have not yet obtained achievements in the school administration section.

Abstract

Tidal floods (rob floods) have become hazardous disasters due to their potential to submerge an area. Appropriate measures are necessary to address the existing disaster threat in order to prevent undesirable consequences. This research aims to investigate how the community of Mangkang Wetan and its structural government respond to the threat of tidal floods, thus assessing the preparedness of both the community and the government in dealing with such disasters. The study employs a qualitative approach, using data collection techniques such as observation and interviews conducted with the local community and the structural government involved in handling the floods in Mangkang Wetan. This study shows that the government has not yet exerted its full efforts in both structural and non-structural flood mitigation, as they base their actions on certain considerations. Consequently, the community has resigned itself to the situation, resulting in suboptimal disaster mitigation efforts. Therefore, there is a need for an assessment of the capabilities of the structural government to understand the extent of their ability to conduct mitigation, serving as an evaluation to achieve more effective measures against tidal floods. Abstrak Banjir rob menjadi bencana yang membahayakan karena memiliki peluang untuk menenggelamkan suatu wilayah. Perlu tindakan yang tepat dalam menyikapi ancaman bencana yang ada guna mencegah hal yang tidak diinginkan terjadi. Penelitian ini bertujuan untuk mengetahui bagaimana masyarakat Mangkang Wetan serta pemerintah strukturalnya bertindak dalam menanggapi ancaman banjir rob sehingga dapat diketahui sejauh mana kesiapan masyarakat maupun pemerintah dalam menghadapi bencana yang ada. Kajian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui observasi serta wawancara yang dilakukan bersama masyarakat dan pemerintahan struktural yang berperan dalam penanganan banjir rob di Mangkang Wetan. Hasil penelitian menunjukkan bahwa pemerintah masih belum memberikan upaya maksimal dalam mitigasi banjir rob secara struktural maupun non struktural karena adanya pertimbangan sebagai dasar dalam pelaksanaan tindakan yang dilakukan. Hal tersebut membuat masyarakat pasrah dengan keadaan sehingga upaya mitigasi bencana belum terlaksana dengan maksimal. Maka dari itu, diperlukan sebuah pengkajian mengenai kapabilitas pemerintah struktural guna mengetahui seberapa jauh kemampuan pemerintah dalam melakukan mitigasi sehingga dapat menjadi bahan evaluasi dalam mencapai upaya mitigasi banjir rob yang maksimal.
