Abstract

The Zero Over-Dimension and Over-Loading (ODOL) program is a strategic government effort to improve transportation safety and maintain the sustainability of road infrastructure. However, the effectiveness of its implementation depends heavily on cross-agency synergy and the participation of various stakeholders. This article analyzes the role of collaborative governance in strengthening oversight of public freight transportation to align with the Zero ODOL goal. This research employed a qualitative method, with informants selected purposively, considering their understanding of the challenges posed by the local government in promoting air connectivity in Southeast Sulawesi Province. The research was conducted from August to November 2025. The results concluded that effective oversight of public freight transportation is key to the success of the Zero Over-Dimension and Over-Loading program in maintaining safety and infrastructure sustainability. Collaborative governance, as a multi-stakeholder governance model, provides a strategic solution to address the complexity of oversight.

Abstract

This study aims to analyze policy integration and the level of public participation in the implementation of coordination meetings on public transportation provision in Southeast Sulawesi Province as a strategic effort to improve the quality of land transportation services. This coordination meeting was held on December 3, 2025, involving various stakeholders, including the Southeast Sulawesi Provincial Transportation Agency, the Regency/City Transportation Agency throughout Southeast Sulawesi, Perum DAMRI, and the Passenger Transportation Legal Entity. The research method used was descriptive qualitative with a policy and institutional analysis approach, supported by data from discussions, meeting minutes, and related policy documents. The results showed that the coordination meeting activities were able to strengthen policy understanding between agencies, increase the effectiveness of institutional coordination, and encourage synergy between the role of the government and transportation business actors. In addition, this forum also played a significant role in formulating joint strategies to improve the quality of public transportation services, including aspects of route planning, service standards, and operational sustainability. Through a structured coordination mechanism and discussion, each party gained a more comprehensive understanding of their respective roles, authorities, and responsibilities in the implementation of regional transportation. Thus, this coordination meeting is an important instrument in supporting collaborative and public service-oriented transportation governance.

Abstract

Increased public mobility during the homecoming period causes a surge in traffic volume, impacting traffic density and the complexity of transportation management. Inaccuracies in estimating the number of movements often hamper the effectiveness of policies implemented by stakeholders. This study aims to implement the Exponential Smoothing method in forecasting the homecoming flow as a basis for supporting transportation management policies. Historical data on the number of passenger movements in the previous period is analyzed using a time series forecasting approach with the determination of optimal smoothing parameters to produce accurate predictions. Model performance evaluation is carried out using forecast error measurements to ensure the reliability of the prediction results. The results show that the Exponential Smoothing method is able to provide stable estimates of the number of homecoming flows and is responsive to data change patterns, thus assisting in transportation capacity planning, scheduling, and resource distribution. Thus, the application of this method has the potential to improve the accuracy of transportation management policy-making during the homecoming period and minimize the risk of congestion and service imbalances
