Abstract

Marine tourism in Parepare, such as Paputo Beach, Mattirotasi, Senggol, Lumpue, Cempae, Salo Karajae, and Tonrangeng, despite being popular tourist destinations, still faces waste pollution issues that disrupt the natural beauty and environmental sustainability. This is due to the community's low awareness of the importance of responsible waste management. This highlights the significance of the Sipakainge value in Bugis local wisdom as a sustainable effort to preserve marine tourism by involving community participation in maintaining the balance between resource utilization and environmental preservation. The method used in this study is a literature review by examining various literatures related to Bugis local wisdom, particularly the Sipakainge value, and the concept of marine tourism preservation. The data sources include books, journal articles, news reports, and relevant government reports from Parepare City. The data is then analyzed using content analysis techniques, focusing on how the Sipakainge concept can be applied as an environmental preservation strategy. The research findings show that the Sipakainge value, which contains the meaning of mutual reminders in solidarity, is an ethical and moral principle that has long been the foundation of Bugis social life. In the context of marine tourism preservation, this value becomes a key factor in maintaining the sustainability of coastal ecosystems. The Sipakainge value has strong relevance in supporting efforts to preserve marine tourism in Parepare City. It plays a role in encouraging the community to protect the coastal environment by strengthening collective awareness and social responsibility. This practice is reflected in Bugis traditions that respect the balance between resource utilization and environmental conservation. These values can be applied in managing marine tourism through environmentally friendly approaches and involving active participation from the local community. By instilling these values into tourism management practices, Parepare City can develop a tourism sector that not only benefits economically but also contributes to environmental preservation and long-term sustainability.

Abstract

AbstrakPertumbuhan jumlah UMKM di Kota Parepare mencerminkan peran penting sektor ini dalam menggerakkan perekonomian daerah. Namun demikian, rendahnya tingkat kepemilikan sertifikasi halal masih menjadi tantangan signifikan dalam meningkatkan daya saing produk, terutama di tengah meningkatnya perhatian konsumen terhadap aspek kehalalan. Kegiatan pengabdian ini bertujuan untuk mengkaji tingkat literasi halal sekaligus mengidentifikasi berbagai kendala yang dihadapi pelaku UMKM, serta memberikan edukasi mengenai prosedur sertifikasi halal. Metode yang diterapkan meliputi survei lapangan, wawancara, edukasi langsung, serta penyebaran media informasi kepada 24 pelaku UMKM yang dipilih dari total 57 tenant pada Youth Fest Collabonation 2024. Hasil penelitian menunjukkan bahwa seluruh responden belum memiliki sertifikasi halal. Kendala utama yang dihadapi meliputi keterbatasan pengetahuan, anggapan bahwa proses sertifikasi rumit dan membutuhkan biaya tinggi, serta minimnya akses terhadap informasi. Meski demikian, kegiatan edukasi yang dilakukan terbukti mampu meningkatkan pemahaman dan kesadaran pelaku usaha terhadap pentingnya sertifikasi halal, walaupun masih diperlukan pendampingan administratif secara berkelanjutan. Oleh karena itu, penguatan literasi halal perlu didukung melalui pendekatan yang lebih sistematis dengan melibatkan kolaborasi antara pemerintah, lembaga terkait, dan pelaku UMKM. Upaya ini diharapkan dapat memperluas akses terhadap sertifikasi halal, meningkatkan kepercayaan konsumen, serta mendorong daya saing dan keberlanjutan UMKM di Kota Parepare. Kata kunci: literasi halal; sertifikasi halal; UMKM; edukasi. AbstractThe increase in the number of MSMEs in Parepare City highlights the strategic role of this sector in driving local economic growth. However, the low rate of halal certification ownership poses a major challenge to improving product competitiveness, particularly amid growing consumer awareness of halal standards. This community service initiative aims to identify the level of halal literacy and the challenges faced by MSME operators, while also providing education on halal certification procedures. The methods employed included field surveys, interviews, direct education, and the distribution of informational materials to 24 MSMEs selected from 57 participants at the Youth Fest Collabonation 2024 event. The results indicated that none of the respondents currently held halal certification, with the primary obstacles being a lack of knowledge, the perception that the certification process is complex and expensive, and limited access to information. The educational activities proved to enhance business owners’ understanding and awareness of the importance of halal certification, although continued administrative support remains necessary. Thus, strengthening halal literacy requires a more structured approach through collaboration between the government, relevant institutions, and SME stakeholders. These efforts are expected to improve access to halal certification, strengthen consumer trust, and boost the competitiveness and sustainability of SMEs in Parepare City. Keywords: halal literacy; halal certification; SMES; education.

Abstract

This article examines inflation in Indonesia as a problem of monetary misgovernance through the lens of al Maqrīzī’s siyasah māliyah. While inflation is commonly analyzed through money supply, exchange rate movement, and institutional quality, this study argues that these variables also reflect deeper ethical questions concerning monetary authority, fiscal accountability, and distributive justice. Using a sequential explanatory mixed method design, the study first applies a Vector Error Correction Model to quarterly Indonesian data from 2000 to 2024. The model examines the long term relationship between inflation, broad money supply, real exchange rate movement, and the Corruption Perception Index, here abbreviated as CPerI to avoid confusion with the Consumer Price Index. The findings show that a 1 percent increase in broad money supply raises inflation by 0.28 percent within three quarters, a 1 percent real exchange rate depreciation increases inflation by 0.19 percent, and a one point decline in CPerI increases inflation by 0.12 percent within two quarters. These quantitative findings are then interpreted through textual analysis of al Maqrīzī’s Ighāthat al Umma and expert interviews. The integrated analysis shows that al Maqrīzī’s critique of excessive fulūs circulation, currency debasement, and corrupt fiscal extraction corresponds to contemporary problems of irresponsible liquidity expansion, currency instability, and weakened governance integrity. The article contributes to Islamic public finance by developing an ethical institutional model of inflation, in which price instability is understood not only as a macroeconomic outcome, but also as a failure of amanah, wilayat al mal, and distributive justice.
