Abstract

Balai Kekarantinaan Kesehatan Kelas I Pekanbaru plays a strategic role as the front line in controlling health risks at national points of entry. Its personnel face high workloads, intensive interactions with the public and cross-sector stakeholders, and major responsibilities in maintaining public health security. These conditions demand strong soft skills and emotional regulation to support professionalism and workplace resilience. Purpose: This activity aimed to enhance the human resource capacity of the Health Quarantine Office through Soft Skill and Emotional Management Training. Methods: The training was conducted using a blended learning design, combining classical and online learning modes to accommodate participants’ work schedules. The instructional approach included interactive lectures, simulations, group discussions, and case studies relevant to the participants’ work context. The program’s effectiveness was evaluated through pre-test and post-test assessments to measure changes in participants’ understanding before and after training. Results: The findings indicated a 31% average improvement in participants’ understanding, demonstrating the program’s effectiveness in strengthening competencies such as communication, teamwork, and emotional management. Conclusion: The Soft Skill and Emotional Management Training using a blended learning model effectively enhanced employees’ competencies at the Health Quarantine Office of Pekanbaru. It is recommended that such programs be institutionalized as part of ongoing human resource development strategies in the public health sector. Abstrak Balai Kekarantinaan Kesehatan Kelas I Pekanbaru memiliki peran strategis sebagai garda terdepan dalam mencegah dan mengendalikan risiko kesehatan di pintu masuk wilayah negara. Petugas di instansi ini menghadapi tekanan kerja tinggi, interaksi intensif dengan masyarakat dan lintas sektor, serta tanggung jawab besar dalam menjaga keamanan kesehatan publik. Kondisi tersebut menuntut kemampuan soft skill dan pengelolaan emosi yang baik agar mampu bekerja secara profesional, adaptif, dan tangguh menghadapi dinamika kerja. Oleh karena itu, kegiatan pengabdian masyarakat ini dilaksanakan untuk meningkatkan kapasitas sumber daya manusia melalui pelatihan soft skill dan manajemen emosi bagi pegawai Balai Kekarantinaan Kesehatan Kelas I Pekanbaru. Metode pelatihan menggunakan desain blended learning, yang memadukan pembelajaran klasikal (tatap muka) dan daring untuk menyesuaikan dengan jadwal kerja peserta. Pendekatan pembelajaran meliputi ceramah interaktif, simulasi, diskusi kelompok, serta studi kasus kontekstual sesuai dengan tugas dan tanggung jawab peserta. Evaluasi dilakukan melalui pre-test dan post-test untuk menilai peningkatan pemahaman, serta kuesioner umpan balik peserta terhadap pelaksanaan pelatihan. Hasil pelatihan menunjukkan peningkatan pemahaman peserta sebesar rata-rata 31% setelah intervensi, dengan peningkatan signifikan pada aspek komunikasi, kerja sama tim, dan manajemen emosi. Selain itu, sebagian besar peserta memberikan penilaian baik dan sangat baik (≥94%) terhadap relevansi materi, kualitas instruktur, dan manfaat praktis kegiatan. Pelatihan ini terbukti efektif dalam memperkuat kompetensi pegawai, meningkatkan kesadaran emosional, dan memperbaiki dinamika kerja tim. Hasil ini menegaskan pentingnya pelatihan soft  skill dan manajemen emosi sebagai bagian dari strategi  berkelanjutan dalam pengembangan sumber daya manusia di sektor kesehatan publik. Pelatihan soft skill perlu diintegrasikan secara rutin dan didukung oleh sistem pembinaan, monitoring pasca-pelatihan, serta pembelajaran mandiri berbasis teknologi. Selain itu, organisasi perlu menyediakan dukungan kesejahteraan psikologis untuk memperkuat ketangguhan dan kesehatan emosional pegawai.

Abstract

Integrated Mental Health Services at Langsat Public Health Centre were implemented to address low community awareness of mental health screening, stigma toward individuals with mental disorders or mental health problems, and limited educational and support facilities. This program aimed to enhance the capacity of primary health care staff and community health cadres, strengthen the reporting and service management system, and promote community participation through mental health promotion and screening by establishing the Community Mental Health Wellness Centre. The methods included collaborative discussions, training for health workers and cadres, development of Standard Operating Procedures (SOPs) and service guidelines, and production of educational media and promotional videos. An integrated reporting system using e-Puskesmas and Google Spreadsheets enabled real-time data monitoring. The results included the development of SOPs and an Integrated Mental Health Service Guideline as official references, improved understanding among health workers and cadres regarding service flow, counseling, patient support, and reporting mechanisms, and the availability of educational media disseminated through social media and primary health care waiting areas. The program produced SOPs, service guidelines, educational media (posters and leaflets), and established the Community Mental Health Wellness Centre as a replicable model that strengthens community-based mental health services and enhances community engagement.
