Abstract

As a form of commitment to reducing the amount of plastic waste in the environment, DKI Jakarta Province has issued Governor Regulation Number 142 of 2019 concerning the Obligation to Use Environmentally Friendly Shopping Bags in Shopping Centers, Supermarkets and People's Markets. On the roadmap proposed by the United Nations Environment Agency, Governments developing policies will need to verify the existence of valid alternatives before banning plastic bags. However, in this regulation, the type, size, material, price and sales of eco-friendly shopping bags are the responsibility of the business actor. The definition of a reasonable price, type, size, and material of shopping bags provided by business actors in this regulation is not clear and can lead to different perceptions, causing the implementation of this regulation to be ineffective. In this study, the types and price limits of eco-friendly shopping bags were analyzed based on the perception and willingness of the public as consumers to facilitate the implementation of regulations related to the use of eco-friendly shopping bags, especially in DKI Jakarta Province. This study uses a qualitative approach by conducting a survey of 406 female respondents with an age range of 18-40 years who live in DKI Jakarta Province. Conjoint analysis is used to determine preferences for eco-friendly shopping bags using SPSS version 24. Consumers' willingness to pay for eco-friendly shopping bags is analyzed using the Contingent Valuation Methode (CVM) approach. Based on the research results, consumers prefer eco-friendly shopping bags that are made of cloth, can be reused, and prefer to bring or provide them themselves rather than being provided by businesses but paying a fee. According to consumers, material attributes are the most important, followed by environmental and economic attributes. If required to pay, 28% of respondents are willing to pay with higher price than the average estimated price of consumers' willingness to pay (WTP), which is IDR 2,380 a piece. The government can use the results of an analysis of people's preferences and willingness to formulate the policies.

Abstract

This study analyzes the effect of natural resources on the manufacturing industry. It aims to fill the gap in the research on the impact of natural resources on industrial productivity since there is very limited literature on such a topic, particularly in the Next Eleven countries (N-11), excluding South Korea (referred to as the N-10 countries). South Korea is not included as a sample because it does not have many natural resources. The N-10 countries (Vietnam, Turkey, Philippines, Pakistan, Nigeria, Mexico, Iran, Indonesia, Egypt, and Bangladesh) have a large population, rapid economic growth, and political and economic stability. The Generalized Method of Moments (GMM) is implemented using data panels of the N-10 countries with natural resources from 2015 to 2021. This study confirms that the resource curse exists, as evidenced by the detrimental effects of abundant natural resources on industrial productivity. Empirical findings have also documented a significantly adverse impact of corruption practices in the manufacturing sector. Meanwhile, capital and trade openness should be further improved to encourage value-added industries. Based on the results of this study, the N-10 countries are recommended to diversify their economies, reduce reliance on natural resources, and strengthen the control of corruption.

Abstract

Hak atas kesehatan merupakan hak fundamental yang menuntut akses layanan bermutu secara setara. Indonesia masih menghadapi ketimpangan akses antarwilayah akibat disparitas fasilitas, keterbatasan konektivitas, dan distribusi tenaga kesehatan yang belum merata, terutama di daerah terpencil dan kepulauan. Pemanfaatan teknologi digital melalui telemedis diharapkan dapat memperkuat layanan primer, mempercepat rujukan, dan memperluas jangkauan pelayanan. Penelitian ini menganalisis hubungan pemanfaatan layanan telemedis Konsultasi Medis Online (KOMEN) terhadap indikator kinerja kesehatan di Indonesia, yaitu persalinan di fasilitas kesehatan, kunjungan rawat jalan, dan Usia Harapan Hidup (UHH) pada tingkat kabupaten/kota. Analisis menggunakan regresi data panel model Fixed Effect (FE) pada 514 kabupaten/kota periode 2022–2023. Hasil estimasi menunjukkan bahwa rasio pemanfaatan KOMEN berkorelasi positif dan signifikan terhadap persalinan di fasilitas kesehatan (β = 0,00922; β = 0,00832) serta terhadap UHH (β = 0,000871; β = 0,000751). Sebaliknya, rasio KOMEN berkorelasi negatif dan signifikan terhadap kunjungan rawat jalan (β = −0,1003; β = −0,106), mengindikasikan adanya mekanisme substitusi layanan dan penguatan fungsi gatekeeping melalui telekonsultasi antar-fasilitas. Temuan ini menegaskan bahwa transformasi digital kesehatan perlu disertai penguatan kapasitas layanan dasar, tata kelola rujukan, serta pembangunan infrastruktur dan konektivitas digital khususnya di Kawasan Indonesia Timur agar manfaat telemedis lebih inklusif dan mampu mengurangi kesenjangan layanan kesehatan antarwilayah. The right to health is a fundamental right that requires equitable access to quality health services. Indonesia continues to face regional disparities in access due to unequal distribution of health facilities, limited connectivity, and an uneven distribution of health workers, particularly in remote and archipelagic areas. The use of digital health technology through telemedicine is expected to strengthen primary care, accelerate referrals, and expand service coverage. This study analyzes the relationship between the utilization of the Online Medical Consultation (KOMEN) telemedicine service and health performance indicators in Indonesia, namely facility-based deliveries, outpatient visits, and life expectancy at the district/city level. The analysis employs a panel data regression using a Fixed Effects (FE) model across 514 districts/cities during the 2022–2023 period. The estimation results show that the utilization ratio of KOMEN is positively and significantly associated with facility-based deliveries (β = 0.00922; β = 0.00832) and life expectancy (β = 0.000871; β = 0.000751). Conversely, the KOMEN ratio is negatively and significantly associated with outpatient visits (β = −0.1003; β = −0.106), indicating a service substitution mechanism and strengthened gatekeeping functions through inter-facility teleconsultation.s These findings underscore that digital health transformation must be accompanied by strengthened primary care capacity, improved referral governance, and expanded digital infrastructure and connectivity particularly in Eastern Indonesia to ensure that telemedicine benefits are inclusive and reduce regional health service disparities.

Abstract

This study analyzes the impact of the Smart Indonesia Card (KIP) on Mean Years of Schooling (MYS) and economic welfare, using panel data from 511 Indonesian regions (2020–2023) and a fixed effects model. Results show KIP significantly increases MYS after two years and indirectly boosts GRDP per capita via education. Spatial analysis reveals stronger impacts in Western Indonesia and in developed or lagging regions. Sociodemographic factors and complementary programs like BOS and DAK strengthen outcomes. Findings underscore the need for place-based policy refinements to enhance KIP’s effectiveness in promoting equitable educational and economic progress.
