strategy of accelerating bureaucratic reform as the main pillar in realizing the vision of a Golden Indonesia 2045. Adaptive, responsive, and technology-based bureaucratic reform is key to creating effective and globally competitive governance. The study uses a descriptive qualitative approach with secondary data sources from the relevant literature. The proposed strategy includes three levels of bureaucratic transformation: macro (institutional structure reform), meso (strengthening the governance architecture through SPBE), and micro (individual capacity development and ASN talent management). The implementation of the Electronic-Based Government System (SPBE) is considered an important instrument in supporting efficient and accountable public services. The case study of Polewali Mandar Regency shows good practices in the implementation of SPBE in the eastern region of Indonesia. In addition, ASN talent management is an important strategy in forming a professional and innovative bureaucracy. The results of the analysis confirm that structured and comprehensive bureaucratic reform is needed to achieve the national development goals as designed in the 2025–2029 RPJMN, towards an inclusive, sustainable, and progressive Indonesia.

Abstract

This study aims to determine the level of religious tolerance and perceptions of religious values, as well as to analyze the relationship between perceptions of religious values and religious tolerance among students of the Faculty of Social and Political Sciences, Sam Ratulangi University. The study employed a quantitative approach using descriptive and correlational methods. Data were collected through questionnaires distributed to 120 active students selected using a simple random sampling technique. The research instrument used a Likert scale and was analyzed using the Statistical Package for Social Science (SPSS). Data analysis techniques included descriptive analysis, validity testing, reliability testing, and Pearson Product-Moment correlation analysis. The results showed that students demonstrated a good level of religious tolerance and positive perceptions of religious values in social life. Correlation analysis also revealed a positive relationship between perceptions of religious values and students’ religious tolerance. The more positive the students’ perceptions of religious values, the higher their level of religious tolerance. This study concludes that religious values understood inclusively play an important role in fostering harmonious and mutually respectful social relationships within a multicultural campus environment.
