ABSTRACTThis study aims to analyze the implementation of the Regional Revenue and Expenditure Budget on the Implementation of Infrastructure Development in Pulau Batang Dua, Hiri and Moti Subdistricts, Ternate City whether it has been running well. Through the implementation of the APBD, it is expected to be able to overcome the problems of infrastructure development in the three sub-districts for the period 2017-2019. The research method used is descriptive qualitative, data collection is carried out by means of observation, interviews, and literature studies. There were 14 informants in this study who were taken using a purposive sampling technique with a focus on research using Grindle theory, which is based on the content of the policy and the context of implementation. Data analysis uses steps consisting of data reduction, data presentation and drawing conclusions. The results of the study show that the implementation of the APBD is beneficial for the community as seen from the infrastructure development carried out in the Districts of Pulau Batang Dua, Hiri and Moti. It is hoped that development, service and community empowerment will be further optimized. Keywords: Implementation, APBD, Infrastructure Development ABSTRAKPenelitian ini bertujuan untuk menganalisa implementasi Anggaran Pendapatan dan Belanja Daerah Terhadap Pelaksanaan Pembangunan Infrastruktur di Kecamatan Pulau Batang Dua, Hiri dan Moti, Kota Ternate apakah sudah berjalan dengan baik. Melalui implementasi APBD diharapkan mampu mengatasi persoalan pembangunan infrastruktur di tiga kecamatan tersebut untuk kurun waktu tahun 2017- 2019.Metode Penelitian yang digunakan adalah deksriptif kualitatif, pengumpulan data dilakukan dengan cara observasi, wawancara, studi kepustakaan. Informan dalam penelitian ini berjumlah 14 orang yang diambil dengan menggunakan teknik purposive sampling dengan fokus penelitian menggunakan teori Grindle yakni didasarkan pada isi kebijakan (content of policy) dan lingkungan implementasi (context of implementation). Analisis data menggunakan langkah- langkah yang terdiri dari reduksi data,penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa implementasi APBD bermanfaat untuk masyarakat dilihat dari adanya pembangunan infrastruktur yang dilaksanakan di Kecamatan Pulau Batang Dua, Hiri dan Moti. The goal of this research was to assess the Regional General Election Commission's (RGEC) effectiveness in creating the final voter list for the 2020 Regional Head Election. The East Bolaang Mongondow Regency RGEC was employed in this study. To determine the root reasons of the unsatisfactory Final Voter List preparation outcomes, researchers will assess the performance of the Boltim RGEC using three performance evaluation indicators identified by Agus Dwiyanto (2006:50), namely Productivity, Service Quality, and Accountability. The results showed that the performance of the East Bolaang Mongondow Regency General Election Commission in compiling the Final Voters List in the 2022 East Bolaang Mongondow Regional Head Election was ineffective because many residents who should have had the right to vote were not included in the Final Voters List because they were not recorded by the update officer. The East Bolaang Mongondow GEC's socialization of the phases of updating data has not been maximized, resulting in a lack of public understanding about updating voter data, voter data updating officers cannot adapt visits to the community whose data will be updated with community activities, there are voters who are not accommodated in the Register Permanent Voters even if they meet the requirements to be included in the Final Voters List, and finally, accountability is only carried out to certain parties, and the public is not aware of the accountability regarding the election use of the budget, particularly during the process of preparing the voter list.

This study aims to determine public services during the Covid-19 pandemic in Bahu Sub-District, Malalayang District, Manado City, and also to find out how the Bahu Sub-District government strategy in providing services to the community during the Covid-19 pandemic. The research method used is qualitative research methods. The data is poured descriptively and collected through observation, documentation and in-depth interviews with the Head of the Sub-District, the Secretary of the Sub-District, the Head of the Public Service Section and several communities. The results showed that public services during the Covid-19 pandemic in the Bahu Sub-District, Manado City were still provided directly to the community by implementing a service shift system for village employees. Services to the community have been carried out based on components of public service standards but have not been maximal in service mechanisms, handling complaints and suggestions and implementing health protocols. The Bahu Sub-District government in serving the community must further maximize services in terms of service mechanisms and implementing health protocols through socialization and education to the public as a step to avoid the spread of Covid-19 and make health protocols a new normal habit. In addition, it utilizes communication information technology to provide information to the public and pay more attention to the media that has been provided to respond to complaints, suggestions and input from the public regarding the services provided.

This study aims to analyze and describe the performance of supervisory employees at the Department of Manpower and Transmigration of North Sulawesi Province. The method used in this research is descriptive qualitative method with data collected in the form of words and pictures. The focus of this research is based on the factors that affect the performance of employees which consist of quality of work, quantity of work, use of time and cooperation. Data collection techniques used are interviews, observation, and documentation. The data collected was analyzed through several stages, namely data reduction, display and data verification. The results showed that the performance of the supervisory staff of the Disnakertrans of North Sulawesi Province was very good even though there were several obstacles in carrying out their respective tasks.

ABSTRAK Kinerja adalah hasil kerja secara kualitas yang dicapai oleh seseorang dalam melaksanakan tugasnya sesuai dengan tanggung jawab yang diberikan kepadanya. Ada beberapa hal yang mempengaruhi kinerja seseorang yaitu kompetensi, budaya, motivasi, lingkungan kerja, jenis kelamin, usia dan latar belakang keluarga. Artikel ini mengkaji kinerja dari anggota Lembaga Pemberdayaan Masyarakat (LPM) di Kecamatan Bolangitang Timur Kabupaten Bolaang Mongondow Utara. Penelitian ini menggunakan metode kuantitatif dengan fokus penelitian pada apakah usia para anggota LPM di Kecamatan Bolangitang Timur Kabupaten Bolaang Mongondow Utara berpengaruh pada kinerja mereka. Hasil penelitian melalui pengujian hipotesis diketahui bahwa nilai signifikansi menunjukkan sebesar 0.002 yang dimana lebih kecil dari 0.05 hal tersebut menunjukkan bahwa variabel independen memiliki pengaruh terhadap variabel dependen, artinya bahwa usia berpengaruh terhadap kinerja anggota LPM di Kecamatan Bolangitang Timur Kabupaten Bolaang Mongondow Utara. Dari output pengujian hipotesis tersebut diperoleh nilai R square sebesar 0,108 yang artinya bahwa pengaruh antara variabel independen terhadap variabel dependen sebesar 10,8%. Maka hasil penelitian menunjukan bahwa: Ha : Usia berpengaruh terhadap kinerja anggota LPM di Kecamatan Bolangitang Timur Kabupaten Bolaang Mongondow Utara (diterima) sedangkan, Ho: Usia tidak berpengaruh terhadap kinerja anggota Lembaga Pemberdayaan Masyarakat Kecamatan Bolangitang Timur Kabupaten Bolaang Mongondow Utara (ditolak). Kata Kunci: Pengaruh; Usia; Kinerja; Lembaga Pemberdayaan Masyarakat ABSTRACT Performance is the result of quality work achieved by someone in carrying out their duties in accordance with the responsibilities given to them. There are several things that affect a person's performance, namely competence, culture, motivation, work environment, gender, age and family background. This article examines the performance of members of the Community Empowerment Institution (LPM) in East Bolangitang District, North Bolaang Mongondow Regency. This study used a quantitative method with a research focus on whether the age of LPM members in East Bolangitang District, North Bolaang Mongondow Regency had an effect on their performance. The results of the study through hypothesis testing show that the significance value is 0.002 which is less than 0.05. This indicates that the independent variable has an influence on the dependent variable, meaning that age affects the performance of LPM members in East Bolangitang District, North Bolaang Mongondow Regency. From the output of testing the hypothesis, an R square value of 0.108 is obtained, which means that the influence of the independent variables on the dependent variable is 10.8%. So the results of the study show that: Ha: Age has an effect on the performance of LPM members in East Bolangitang District, North Bolaang Mongondow Regency (accepted) whereas, Ho: Age has no effect on the performance of members of the Community Empowerment Institution, East Bolangitang District, North Bolaang Mongondow Regency (rejected). The government has set the main national targets for waste management, namely 30% waste reduction and 70% waste handling by 2025. However, waste generation in Malang City continues to increase yearly and is included in the high category in East Java. This study aims to analyze waste management in Malang City from an environmental governance perspective. The environmental governance perspective can be analyzed using Belbase's theory with seven indicators of good environmental governance, namely 1. the rule of law, 2. participation and representation, 3. access to information, 4. transparency and accountability, 5 decentralization, 6. institutions and institutions, 7. access to justice. Data collection was carried out using interviews, observation, and literature study. The data analysis used in this study is the interactive model analysis of Miles, Huberman, and Saldana. The portrait of environmental governance in Malang City waste management must fully reflect the principles of good environmental governance. This is because there are still records in the indicators of the rule of law, participation, and representation, as well as institutions and institutions. Constraints faced in waste management in Malang City include needing to be fully implemented, not yet maximal public awareness in reducing and sorting household waste, as well as institutions and institutions that could be more optimal in waste management.

This research aims to analyze and determine the effectiveness of implementing the Regional Government Information System (SIPD) in development planning in Tomohon City. This research adopted a qualitative descriptive research method and was conducted at the Bappelitbangda office in Tomohon City, North Sulawesi. The data used in this research comes from primary and secondary data. The data analysis technique used interactive data analysis. The research results show the effectiveness of the Regional Government Information System (SIPD) application in development planning in Tomohon City, this application is considered innovative and able to increase the efficiency of planning preparation because it is electronic-based and integrated with the centre and regions. However, there are several obstacles that need to be taken into account, such as effectiveness indicators not yet being met due to frequently changing legal bases, lack of regular outreach and training for human resources, and limited infrastructure. Although this application is very helpful compared to manual methods, it still requires better adjustments and support in order to achieve optimal effectiveness according to Duncan's theory in Steers (2012).
