Abstract

Pelayanan sektor publik merupakan variabel yang terkait dengan indikator keberhasilan tata kelola pemerintahan yang baik. Selain itu, pelayanan publik merupakan penyelenggaraan pemerintahan yang sensitif terhadap isu demokrasi. Sistem demokrasi menunjukkan konsep pemerintahan yang peduli kebutuhan publik. Prinsip demokrasi pemerintahan merupakan bentuk pemenuhan hak asasi manusia oleh pemerintah. Terutama dalam kondisi darurat terkait pelayanan dengan berbasis HAM. Layanan Probolinggo Siaga 112 yang dilakukan dengan pelayanan yang berkualitas dengan prinsip-prinsip HAM. Penelitian ini dilakukan dengan mengumpulkan data dan informasi dengan cara wawancara dan observasi langsung yang disertai dengan dokumen pendukung. Layanan Probolinggo Siaga 112 memberikan pelayanan yang berkualitas dengan memenuhi lima dimensi kualitas pelayanan yaitu Tangible, Reliability, Responsiveness, Assurance, dan Empathy. Hasil penelitian terkait layanan Probolinggo Siaga 112 dilakukan dengan standar pelayanan publik berbasis HAM. Pelayanan akan terkait dengan dasar kebijakan dan regulasi. Tiga indikator untuk menilai pelayanan publik berbasis HAM, antara lain aksesibilitas dan fasilitas untuk kebutuhan HAM; ketersediaan aparatur atau petugas yang siaga; dan kepatuhan pejabat, pegawai, dan pelaksana terhadap standar pelayanan minimal masing-masing sektor pelayanan. Indikator penilaian dinilai melalui tahap perencanaan kebijakan yang terdiri dari penyusunan agenda dan perumusan kebijakan serta implementasi kebijakan yang terdiri dari pelaksanaan kebijakan dan evaluasi manfaat kebijakan pada layanan Probolinggo Siaga 112.

Abstract

Food security is vital to people’s lives as a basic human need. Consequently, the role of the government both central and local is essential in ensuring food security. Policies relating to food security are geared towards achieving food self-sufficiency and food sovereignty. Appropriate policy strategies are required to achieve sustainable food security through improved management of local resources. One strategy that can be implemented is the circular economy model. Sustainable food security through a circular economy system can be realised through the production and consumption of natural resources, for example soya beans. This is an interesting area for research, particularly in Majalengka, which is a leading soybean-producing region and is renowned for its distinctive local processed products. The study employed a descriptive qualitative approach. The results of the study indicate that the integration of sustainable food security policies and the circular economy in the soya bean sector in Majalengka requires synergy between a comprehensive policy framework, the coordinated involvement of subsystems, clear and measurable policy objectives, and effective policy instruments.

Abstract

Public administration emphasizes the dual role of government in regulation and service, with public services serving as a central indicator of good governance. In the context of emergency response, the quality of employee performance becomes crucial for ensuring effective service delivery. This study aims to analyze the influence of employee performance quality on the quality of the 112 emergency call service in Probolinggo City, Indonesia. Using a quantitative descriptive approach, data were collected through questionnaires, observations, and documentation from 100 respondents comprising government officials, academics, NGOs, and community leaders. The research employed Partial Least Squares (PLS) analysis to examine the causal relationship between employee performance quality and service quality dimensions, including reliability, responsiveness, assurance, tangibility, and empathy. The results demonstrate that employee performance quality has a significant and direct impact on the effectiveness of emergency services, with a path coefficient of 0.759, a p-value of 0.000, and a t-statistic of 1.690, confirming the proposed hypothesis. These findings highlight that improved employee capabilities, work processes, and enthusiasm positively enhance public trust and satisfaction in emergency handling. The study concludes that strengthening employee performance is a critical determinant for improving service quality in public emergency systems, supporting the broader goal of good governance and effective crisis management in Probolinggo City.
