Abstract

This study analyzes the dynamics of the implementation of the Street Children Development Program in Pontianak City during 2023–2024, a period marked by an increase in the number of street children from 29 to 37 individuals, along with the emergence of new issues such as drug and alcohol misuse. Employing a descriptive qualitative approach and drawing upon Edward III’s (1980) theoretical framework, the research examines four key variables of policy implementation: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews with 15 informants, consisting of 8 representatives from the Social Affairs Office, 4 from the National Narcotics Agency (BNN), and 3 from the Indonesian Child Protection Commission (KPAI) of Pontianak City. The findings indicate that disposition particularly the attitudes and commitment of implementers serves as the primary driving variable that compensates for limitations in resources. Moral commitment and empathy among implementers emerge as critical enablers of successful program implementation. Meanwhile, resource constraints have stimulated adaptive innovations through collaborative strategies and resource pooling with partner institutions. The study demonstrates that in the context of social policy, human factors (disposition) can offset material constraints (resources), while communication through task forces and supportive bureaucratic structures creates an implementation ecosystem in which these variables reinforce one another despite limited resources. Overall, the findings reveal that implementer disposition functions as a compensatory mechanism for resource limitations, while cross-sectoral collaboration through task forces constitutes an effective strategy for fostering implementation synergy. The study recommends institutionalizing collaborative models, strengthening resource capacity, and enhancing bureaucratic flexibility to optimize the effectiveness of future street-children development programs.

Abstract

This study analyzes the management of social services at the Netizen Cinta Nursing Home Foundation in Singkawang using the POAC management framework (Planning, Organizing, Actuating, and Controlling). A qualitative method with a phenomenological approach was employed to explore the experiences of elderly residents and foundation managers regarding service implementation. Data were collected through in-depth interviews, observations, and documentation. The findings show that the foundation generally meets the basic needs of the elderly, including food, shelter, social interaction, and spiritual support. However, several managerial challenges remain. Planning remains focused on short-term needs without a long-term strategic direction. Organizing is not fully competency-based and relies heavily on volunteers. Service implementation reflects empathetic care but lacks professional standards and structured programs. In addition, monitoring and evaluation are conducted informally, without clear performance indicators. This study contributes to the understanding of elderly social service management in community-based care institutions and highlights the importance of strategic planning, professional service standards, and systematic evaluation to improve the quality and sustainability of elderly care services.

Abstract

Fuel distribution constitutes a strategic public policy domain with direct implications for social and economic stability, particularly in urban contexts. This study examines the implementation of fuel distribution policy in Pontianak City through the analytical framework of Daniel A. Mazmanian and Paul A. Sabatier, with particular attention to the emergence of panic buying despite the absence of structural shortages. The research adopts a qualitative approach based on a directed literature review and secondary data analysis, drawing on government reports, academic sources, and media coverage. The findings indicate that, from a structural and technical standpoint, fuel supply in Pontianak remains stable and sufficient to meet public demand. Patterns of consumption and distribution suggest that the policy possesses adequate capacity to manage fluctuations in demand. However, empirical evidence reveals persistent long queues and panic buying behavior, pointing to a disjuncture between objective supply conditions and collective public perception. Within the Mazmanian and Sabatier framework, this study finds that neither the tractability of the problem nor the formal capacity of the policy design constitutes the primary constraint on implementation. Instead, non-statutory variables—particularly public perception, information dynamics, and levels of trust—play a decisive role in shaping policy outcomes. Panic buying is thus understood not as a response to material scarcity, but as a socially constructed reaction to perceived uncertainty. This study argues that policy implementation must be understood as a socio-political process in which meaning-making, perception, and trust are central. Consequently, the effectiveness of fuel distribution policy depends not only on material capacity, but also on the state's ability to manage public communication and sustain legitimacy in the eyes of society.

Abstract

Digitalization of public services at the Pontianak City Population and Civil Registration Service is implemented through an online service website which is usually called PIONIRS (Pelayanan Online dari Rumah Sendiri / Online Services from Home). The aim of this research is to find out how PIONIRS is implemented as a form of digitalization of public services in Pontianak City based on the three principles of agile governance from Luna, Kruchten, and Moura (2015), namely Based on quick wins, Systematic and adaptive approach, and Simple design and continuous refinement. This research uses qualitative research with a case study approach. Data collection techniques in this research are through primary sources, namely interviews, surveys, and observations. The informants in this research were determined purposively. The informants were considered competent in relation to PIONIRS in Pontianak City. All fields because it concerns all services at the Pontianak City Population and Civil Registration Service. The fields that handle PIONIRS applications/websites are Management of Population Administration Information (PIAK) and Data Utilization at the Pontianak City Population and Civil Registration Service. In this research, the Miles & Huberman interactive model was used to analyze the data qualitatively. PIONIRS has been a transformative solution for Pontianak City, streamlining administrative processes and providing residents with a user-friendly, accessible platform for population services. The implementation of agile governance principles has enabled quick wins, systematic and adaptive approaches, and continuous refinement, resulting in a successful and efficient online service for the community.

Abstract

Abstract. Implementation of the Occupational Safety and Health (K3) Management System at the Pontianak City Manpower and Transmigration Office. The purpose of this research is to find out the factors that cause the unsuccessful implementation of the Occupational Safety and Health Management System (K3) conducted by the West Kalimantan Manpower and Transmigration Office. The problem in this research is the unsuccessful implementation of the Occupational Safety and Health Management System at the West Kalimantan Manpower and Transmigration Office. The problems were analyzed using Edward III's theory, namely implementationpolicy is influenced by four variables, namely communication, resources, disposition and bureaucratic structure. The method used in this research is a qualitative method with a descriptive approach. The results of this study are the first indicator of communication, namely the presence of miscommunication, lack of clarity and lack of consistency in socialization carried out by the West Kalimantan Manpower and Transmigration Office. Second, the resource indicator is the lack of human resources in the West Kalimantan Manpower and Transmigration Office because there is still a lack of staff in the field of OSH training. Third, the disposition indicator is that there is no commitment from the implementers of the Occupational Safety and Health Management System policy implemented by the West Kalimantan Manpower and Transmigration Office. And the fourth indicator, the bureaucratic structure, namely the not yet optimal SOP for K3 supervision which regulates the implementation of the Occupational Safety and Health Management System (SMK3) policy. Suggestions from this study are for the West Kalimantan Manpower and Transmigration Office to increase attention to the implementation of K3 construction in every company in Pontianak City. Keywords: Implementation, Policy, K3 Abstrak. Implementasi Sistem Manajemen Keselamatan dan Kesehatan Kerja (K3) Di Dinas Tenaga Kerja dan Transmigrasi Kota Pontianak. Tujuan dari penelitian ini ialah untuk mengetahui faktor yang menyebabkan belum berhasilnya implementasi Sistem Manajemen Keselamatan dan Kesehatan Kerja (K3) yang dilakukan oleh Dinas Tenaga Kerja dan Transmigrasi Kalimantan Barat. Permasalahan dalam penelitian ini adalah belum berhasilnya implementasi Sistem Manajemen Keselamatan dan Kesehatan Kerja di Dinas Tenaga Kerja dan Transmigrasi Kalimantan Barat. Dari permasalahan dianalisis dengan menggunakan teori Edward III yaitu implementasi kebijakan dipengaruhi empat variabel yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Adapun hasil dari penelitian ini adalah pertama indikator komunikasi yaitu adanya misskomunikasi, kurang kejelasan dan kurangnya konsistensi sosialiasi yang dilakukan oleh Dinas Tenaga Kerja dan Transmigrasi Kalimantan Barat. Kedua, indikator sumber daya yaitu kurangnya sumber daya manusia yang ada di Dinas Tenaga Kerja dan Transmigrasi Kalimantan Barat karna masih kurangnya staf kepegawaian di bidang pelatihan K3. Ketiga, indikator disposisi yaitu belum ada komitmen dari para pelaksana kebijakan Sistem Manajemen Keselamatan dan Kesehatan Kerja yang dilakukan oleh Dinas Tenaga Kerja dan Transmigrasi Kalimantan Barat. Dan indikator keempat, struktur birokrasi yaitu belum optimalnya SOP pengawasan K3 yang mengatur tentang implementasi kebijakan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3). Saran dari penelitian ini adalah Bagi Dinas Tenaga Kerja dan Transmigrasi Kalimantan Barat untuk meningkatkan perhatian terhadap penerapan K3 konstruksi di setiap perusahaan yang ada di Kota Pontianak. Abstract

Irregular migration from Indonesia to Malaysia poses significant challenges to immigration governance, particularly as vulnerable groups such as women and children may face risks of exploitation and human trafficking. This study comparatively examines the legal frameworks governing migration in Indonesia and Malaysia and analyzes how differences in their regulatory approaches contribute to gaps in managing irregular migration. In Indonesia, Law Number 6 of 2011 on Immigration emphasizes immigration control, national security, and the regulation of the entry and stay of foreign nationals. Meanwhile, Malaysia’s Immigration Act 1959/63 provides a comprehensive framework governing the entry, stay, and employment of foreign nationals. The comparative analysis identifies differences in immigration control mechanisms, visa and residence arrangements, and the treatment and protection of vulnerable and undocumented migrants. These differences, combined with the absence of sufficiently integrated bilateral legal mechanisms, may limit the effectiveness of cross-border efforts to prevent irregular migration and protect affected migrants. Legal harmonization is therefore proposed as a strategic approach to strengthen bilateral coordination and regulatory compatibility while maintaining the respective legal frameworks of each country. Harmonization in this context does not imply uniformity of national immigration laws, but rather facilitates coordination between Indonesia and Malaysia in addressing irregular migration and protecting vulnerable migrants. This study employs normative legal research with a juridical-comparative approach, using primary legal materials, academic literature, official government sources, and relevant secondary materials. The study contributes a comparative legal perspective by highlighting the importance of regulatory compatibility and bilateral cooperation in developing a coherent, rights-based, and cooperative framework for managing irregular migration while respecting the distinct legal systems of both countries.
