Abstract

This study aims to analyze the relationship between the revision of Law Number 34 of 2004 and the issue of the return of ABRI's dual function and civil supremacy in the context of Indonesian democracy and reform. The mixed methods approach with SEM PLS-4 and NVivo 12 analysis is used to achieve that goal. The results of the analysis using NVivo 12 showed that ABRI's dwifunction would not return and civil supremacy was maintained because, legally, the TNI remained focused on its role as a tool of national defense. The civil government, through the Parliament and public supervision, has full authority to oversee the TNI so that the TNI still maintains its tested neutrality. The results of the SEM PLS-4 analysis show that the TNI Law's political variable on the issue of ABRI's dual function and civilian supremacy has a statistically significant effect, with a T-statistic value of 5.073 and P-value of 0.000 and a large effect on the model (F-square 0.489). The contribution of this research is to provide an understanding of the importance of a balance between freedom of opinion, politics, and the interests of national defense as a system that supports each other in the post-reform era, as well as in facing the challenges of reform and hybrid warfare towards Indonesia Gold Indonesia 2045. The limitations of this study lie in a limited time, which affects the depth of analysis and data scope so as to limit the perfection of the results of the research as a whole.

Abstract

The development of digital technology provides significant opportunities to improve the quality of healthcare services through faster, more integrated, and data-driven systems. However, the utilization of digital technology within Indonesia’s healthcare system still faces limited digital infrastructure, suboptimal integration of health information systems, and disparities in human resource capacity, which hinder the full effectiveness of healthcare service delivery. This study aims to formulate a strategic model for strengthening digital-based health governance systems to improve the quality of public healthcare services and enhance social resilience in Indonesia. A descriptive qualitative approach was employed, involving in-depth interviews with five informants. Data were analyzed using NVivo 12 software through coding, categorization, and identification of major themes. The findings indicate that the adoption and adaptation of digital-based health governance systems play a significant role in improving healthcare service quality while simultaneously strengthening community social resilience. Adequate digital infrastructure, human resource capacity development, nationwide integration of health information systems, and strengthened interagency synergy and coordination are required to establish a more integrated, adaptive, and sustainable healthcare service system.

Abstract

This study was motivated by the urgency to understand how combat experience forms an effective and adaptive military strategy in the context of Sishankamrata. By using a mixed methods approach, quantitative correlation, and qualitative analysis through historical case studies. This study examined the influence of war experience on the war strategy, focusing on the figure of General Ulysses S. Grant. The results showed a very strong correlation (r = 0.979) between combat experience and military strategy development. This indicates that experience on the battlefield contributes greatly to forming effective intuition, decision-making, and strategic leadership. Novelty This study lies in the integration of experiential learning theory and adaptive leadership in analyzing causal relationships between combat experience and military strategy, which has not been widely studied in depth in academic literature. This study contributes to enriching the Sishankamrata framework by emphasizing the importance of empirical learning in forming adaptive strategic leadership while offering a historical-comparative perspective for the development of a responsive global military strategy of the dynamics of modern conflict. The limitation of this study lies in the focus on one single figure, namely General Ulysses S. Grant, so that generalizations to the context of military and civilian leaders in history are still limited; however, this finding still has theoretical and practical significance because it opens new insights on how combat experience can be converted into an effective military strategy and adaptive civilian leadership.
