Abstract

This study aims to analyze the effectiveness of the performance of educational staff at the Center for Basic Instructional Skills Development (PEKERTI), Universitas Negeri Makassar, and to identify the factors that influence it. The research employed a qualitative approach with a case study design. Data were collected through interviews, observations, and document reviews, then analyzed descriptively through the stages of data reduction, presentation, and conclusion drawing. The results indicate that the performance effectiveness of educational staff at the PEKERTI Unit is considered fairly effective, although it has not yet reached an optimal level. performance effectiveness is influenced by three groups of factors: individual factors, psychological factors, and organizational factors. The main constraint in individual factors is the limited digital technical skills. From the psychological aspect, work motivation is relatively high but not yet supported by a well-structured reward system. Meanwhile, from the organizational perspective, cross-department coordination and digital system support still need to be strengthened. Overall, improving the performance effectiveness of educational staff at the PEKERTI Unit requires synergy among the enhancement of individual competencies, the strengthening of motivation, and institutional support that is adaptive to technological developments

Abstract

The competitive advantage of an organization is largely determined by the quality of its human resources. The recruitment and selection process is crucial for obtaining high-quality and competitive personnel. This study aims to analyze the implementation of innovations in the recruitment of Indonesian National Police (POLRI) members in the South Sulawesi Regional Police. This study uses a descriptive qualitative method. This research was conducted at the South Sulawesi Regional Police. The results of the study indicate that the implementation of innovations in the recruitment of Indonesian National Police members on individual factors, motivation is the main driver in the development and implementation of recruitment of Indonesian National Police members, the pattern of cooperative relationships creates a shared commitment in realizing the success of recruitment of Indonesian National Police members. Structural factors, cooperation has been strengthened through MoUs and the provision of honorariums as a form of appreciation, but there are still challenges such as limited cross-sector communication. Cultural factors, indicate that frequent changes in guidelines cause normative uncertainty and gaps between regulations and implementation.

Abstract

Kolaborasi lintas sektor merupakan pendekatan penting dalam implementasi kebijakan publik untuk mengatasi permasalahan pembangunan yang semakin kompleks. Pemerintah tidak lagi dapat bekerja secara mandiri dalam menyelesaikan berbagai persoalan publik, sehingga diperlukan kerja sama antara berbagai pemangku kepentingan, seperti sektor swasta, masyarakat sipil, akademisi, dan media. Penelitian ini bertujuan untuk menganalisis bentuk kolaborasi lintas sektor, faktor pendukung keberhasilan, serta tantangan yang dihadapi dalam implementasi kebijakan publik di Indonesia. Metode penelitian yang digunakan adalah Systematic Literature Review (SLR) dengan pendekatan PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analysis). Proses pencarian literatur dilakukan melalui beberapa basis data, yaitu Google Scholar, SINTA, dan Scopus dengan menggunakan kata kunci yang berkaitan dengan collaborative governance dan kolaborasi kebijakan publik di Indonesia. Berdasarkan proses seleksi literatur, diperoleh 15 artikel yang memenuhi kriteria inklusi untuk dianalisis secara mendalam. Hasil penelitian menunjukkan bahwa kolaborasi lintas sektor dalam implementasi kebijakan publik di Indonesia umumnya melibatkan tiga aktor utama, yaitu pemerintah, sektor swasta, dan masyarakat sipil dalam pola kerja sama multi-stakeholder collaboration. Keberhasilan kolaborasi dipengaruhi oleh beberapa faktor penting, antara lain kepemimpinan kolaboratif, kepercayaan antar aktor, komunikasi dan koordinasi yang efektif, serta dukungan regulasi dan kelembagaan. Namun demikian, implementasi kolaborasi lintas sektor masih menghadapi berbagai tantangan, seperti ego sektoral antar lembaga, keterbatasan sumber daya, rendahnya partisipasi masyarakat, serta dominasi pemerintah dalam proses pengambilan keputusan. Penelitian ini menyimpulkan bahwa penguatan mekanisme kolaborasi lintas sektor menjadi strategi penting dalam meningkatkan efektivitas implementasi kebijakan publik serta mewujudkan tata kelola pemerintahan yang lebih partisipatif dan berkelanjutan di Indonesia.

Abstract

This study aims to evaluate the quality of public services at the Population and Civil Registration Office (Disdukcapil) of Makassar City, focusing on five dimensions of service quality: tangible, reliability, responsiveness, assurance, and empathy. The primary research source is secondary data in the form of a review of literature, articles, journals, regulations, and websites relevant to this study, while interviews with respondents are used as supporting materials. The results indicate that Disdukcapil services have generally been running well, characterized by friendly, consistent, and fair staff attitudes, as well as prioritizing services for the elderly and pregnant women. However, there are still shortcomings in the tangible dimension, such as the lack of information boards at service chairs, which sometimes confuses the public, and in the empathy dimension, where attention to people with disabilities is not optimal. The literature review supports the finding that the empathy dimension is an important indicator of public satisfaction with public services. Thus, although service quality is already positive, improvements in tangible aspects and attention to the special needs of the community are essential for public services to be more inclusive and effective.
