Abstract

The growth of the digital economy has brought about major transformations in trade transaction patterns, one of which is through online marketplace platforms. Within this digital ecosystem, some businesses have managed to secure a dominant position not only as platform providers but also through vertical integration of the supply chain, including logistics services. This study examines how vertical integration—specifically, direct ownership or control over the selection of logistics services utilized by marketplace businesses—influences user behavior, both among end consumers and merchants, in choosing logistics services. In practice, vertical integration is often implemented through algorithmic guidance, default settings for delivery options, price incentives, and restrictions on access to delivery data for external logistics providers. Such strategies pose the potential for abuse of dominant positions by suppressing independent delivery services through systematic, nontransparent preference mechanisms. The research methodology employed is a normative legal approach, involving an analysis of applicable laws and regulations, particularly Law No. 5 of 1999 on the Prohibition of Monopoly Practices and Unhealthy Business Competition, as well as a case study of vertical integration practices within large marketplace platforms in Indonesia. The findings indicate that the use of vertical integration in this context is not merely a matter of business efficiency but can lead to the exclusion of competitors and the unfair reduction of consumer choice, ultimately creating discrimination in the goods delivery services market.

Abstract

Abstrak: Penelitian ini bertujuan mengembangkan model pengelolaan sampah berbasis ekonomi sirkular pada kawasan wisata berkelanjutan di Indonesia. Permasalahan utama terletak pada tingginya volume sampah di destinasi wisata yang belum dikelola secara optimal akibat dominasi sistem linear, keterbatasan infrastruktur, serta rendahnya partisipasi masyarakat dan wisatawan. Penelitian menggunakan pendekatan kualitatif dengan desain deskriptif eksploratif. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dokumentasi, dan studi literatur. Informan meliputi pemerintah daerah, pengelola wisata, pelaku usaha, dan masyarakat lokal. Analisis data dilakukan secara tematik melalui reduksi, penyajian, dan penarikan kesimpulan. Hasil menunjukkan pengelolaan sampah masih didominasi pola konvensional, meskipun beberapa lokasi mulai mengadopsi pendekatan transisional dan sirkular. Faktor penghambat mencakup keterbatasan fasilitas, lemahnya regulasi, dan rendahnya kesadaran lingkungan. Faktor pendukung meliputi peran komunitas, inovasi teknologi, dan kolaborasi pemangku kepentingan. Berdasarkan temuan tersebut, penelitian ini menghasilkan model pengelolaan sampah berbasis ekonomi sirkular yang mengintegrasikan pengurangan di sumber, pemilahan, pengolahan, serta pemanfaatan kembali limbah dalam satu sistem terkoordinasi. Model ini menekankan sinergi antara pemerintah, sektor swasta, masyarakat, dan wisatawan. Penelitian ini memberikan kontribusi praktis dan teoritis dalam penguatan ekonomi sirkular sektor pariwisata. Abstract: This study aims to develop a circular economy-based waste management model for sustainable tourism areas in Indonesia. The main issue lies in the high volume of waste generated in tourist destinations, which has not been optimally managed due to the dominance of linear systems, limited infrastructure, and low participation from local communities and tourists. The study applies a qualitative approach with a descriptive exploratory design. Data were collected through in-depth interviews, field observations, documentation, and literature review. Informants include local government officials, tourism managers, business actors, and local communities. Data were analyzed thematically through data reduction, data display, and conclusion drawing. The results indicate that waste management is still largely dominated by conventional practices, although several locations have begun to adopt transitional and circular approaches. Inhibiting factors include limited facilities, weak regulatory frameworks, and low environmental awareness. Supporting factors consist of community involvement, technological innovation, and stakeholder collaboration. Based on these findings, the study proposes a circular economy-based waste management model that integrates waste reduction at the source, sorting, processing, and reuse within a coordinated system. The model emphasizes synergy among government, private sector, communities, and tourists. This study contributes both practically and theoretically to strengthening the implementation of the circular economy in the tourism sector.
