Abstract

Since the nationalization of Dutch plantation companies due to Law no. 86 of 1958 indigenous peoples in Deli and the East Sumatra Region have generally lost their customary rights. The 1945 Constitution as a result of the amendment changed Article 18 of the 1945 Constitution into Article. 18B paragraph (2). Changes to this article resulted in the recognition of indigenous peoples, not accompanied by recognition of the position of the area inhabited by indigenous peoples. In other words, the position of indigenous peoples is no longer recognized, especially in the management of natural resources, , so that indigenous peoples do not have any share in state companies operating on their customary lands. In relation to the no longer recognized ownership of customary rights of indigenous peoples, the government has taken steps to use central-regional financial sharing instruments through the transfer mechanism of Balancing Funds, Special Autonomy Funds, and Adjustment Funds. The Balancing Fund consists of the General Allocation Fund (DAU), the Special Allocation Fund (DAK), and the Revenue Sharing Fund (DBH). Against this fact, the government of North Sumatra should fight for a minimum share of 30 percent in the two state-owned companies

Abstract

The purpose of this study was to determine: (1) economic growth between districts/cities in North Sumatra Province, (2) the level of inequality between districts/cities in North Sumatra Province, (3) the effect of economic growth on development inequality between districts/cities in the Province North Sumatra. This study uses secondary data from the Central Bureau of Statistics (BPS) for 2016-2020 using descriptive and regression analysis methods and the data used is panel data. Development inequality is calculated using the Williamson Index. The effect of economic growth on regional development inequality was analyzed using a random effect linear regression model. The results of the study concluded (1) economic growth between regencies/cities in North Sumatra Province in 2016-2020 experienced ups and downs even in 2020 economic growth greatly decreased drastically with an average economic growth of 4.13%, (2) Williamson Index values for all districts / cities in North Sumatra Province during 2016-2020 showed inequality in economic development at low criteria, (3) economic growth did not significantly affect development inequality in North Sumatra Province

Abstract

This paper uses a qualitative approach (literature) on the experience of the New Order government in managing the national economy to find the link in the economic development policy chain and the state revenue and expenditure budget management policy after the Old Order era. The formulation of the problems in this paper are (1) what policies the New Order government pursued in restoring the national economy, (2) what development concepts were used in carrying out national economic development, and (3) how was APBN management carried out? This paper aims: 1) to determine the policies pursued by the New Order government in restoring the national economy, 2) to find out what development concepts are applied in carrying out national economic development, and 3) to find out how APBN management is carried out. Using a variety of literature, this paper finds that in order to restore the national economy, the New Order government took steps to communicate with Western creditors, including the US, the IMF and the World Bank, aimed at rescheduling maturing debts and obtaining new loans. After the commitment was built with the IGGI, the government developed a growth-oriented economic development with a trickle-down effect approach and a balanced and dynamic APBN policy. This policy has succeeded in increasing economic growth by an average of 7-8 percent, and reducing poverty to only 13 percent or 25 million people. Apart from increasing per capita income to US $ 500, this high economic growth has also caused deep inequality by placing the ethnic Chinese minority at the top of the national economic pyramid.

Abstract

Pembangunan ekonomi Indonesia tidak serta merta menyejahterakan rakyat. Kemiskinan masih menjadi masalah utama. Hingga September 2022 masih terdapat 9,57 persen orang miskin Indonesia. Angka ini mengacu pada garis kemiskinan yang dibuat Bank Dunia, berdasar pada paritas daya beli (PPP) 2011 US$ 1,90 per orang per hari. Beragam program pengentasan kemiskinan telah dilakukan oleh pemerintah, terutama sejak Orde Baru. Perekenomian Indonesia menunjukkan, upaya pengurangan kemiskinan itu terus dilakukan. Namun seiring dengan itu kesenjangan pendapatan juga terjadi. Jurangnya terus makin mendalam. Penelitian ini bertujuan untuk melihat sejauh mana masalah kemiskinan dan kesenjangan pendapatan telah berhasil dikurangi. Metode yang digunakan adalah penelitian kepustakaan. Berdasarkan hasilpenelitian ditemukan bahwa angka kemiskinan masih belum sepenuhnya teratasi. Dengan PPP 2017 paritas daya beli US$ 2,15 per orang per hari atau Rp 32.812,-. mengakibatkan 13 juta warga Indonesia yang semula masuk golongan menengah bawah menjadi miskin, sehingga angka kemiskinan bisa menembus 40 persen. Gini rasio Indonesia selama kurun waktu 30 tahun hanya turun 0,07 atau 7 persen. Dalam waktuyang sama perekonomian Indonesia rata-rata tumbuh 7 persen. Bantuan Sosial adalah instrumen Jaring Pengaman Sosial (Social Safety Net) yang diambil pemerintah untuk meringankan beban penduduk miskin. Salah satu bentuk bantuan sosial itu adalah Program Keluarga Harapan (PKH) untuk memenuhi kebutuhan dasar (basic need) masyarakat. Di lingkungan 8, Kelurahan Sidorejo, Kecamatan Medan Tembung, Kota Medan bantuan PKH itu memberikan pengaruh positif dalam pemenuhan kebutuhan dasar, namun kurang berpengaruh positif terhadap aspek kebutuhan rumah, pakaian, serta kesehatan.
