Abstract

Limited access to healthcare services, unequal distribution of health workers, and increasing public demand for fast and efficient services remain major challenges in the delivery of public healthcare. The utilization of digital technology through the concept of digital governance has become a strategic approach to address these issues. This study aims to analyze the implementation of the Cibinong Gancang Ngubaran Dulur (Cageur) Application as a digital health service innovation at Cibinong Regional General Hospital (RSUD Cibinong), Bogor Regency. This research employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation involving application managers, healthcare workers, and service users. The analysis focuses on three dimensions of digital governance: digital strategy, digital policy, and digital standards, particularly in telemedicine, home care, and digital referral services. The findings indicate that the Cageur Application has contributed positively to improving access and efficiency of healthcare services, especially in home care and digital referral services. However, the utilization of telemedicine services remains suboptimal due to limited socialization, patients’ preference for face-to-face consultations, and technical as well as human resource constraints. This study concludes that the implementation of the Cageur Application has been relatively effective in supporting digital-based healthcare governance, yet further improvements are needed through strengthened socialization strategies, increased digital literacy among the community, and optimization of resources to ensure more effective and sustainable digital governance.

Abstract

The New Student Admissions System (SPMB) in North Jakarta has used a zoning system as an effort to equalize access to education, bring students' residences closer to schools and eliminate the stigma of favorite schools. The implementation of this policy is based on Minister of Education and Culture Regulation Number 1 of 2021 and changed its name based on Minister of Education and Culture Regulation Number 3 of 2025 concerning the New Student Admission System, however there are still obstacles in the policy implementation process. The aim of this research is to analyze the implementation of the SPMB policy for the State Junior High School zoning system in North Jakarta and identify supporting and inhibiting factors for the implementation of this policy using the theory of public policy implementation according to Grindle and Van Meter and Van Horn. Data collection techniques were carried out using interviews, observation and literature studies through primary and secondary data sources as well as qualitative analysis. The results of this research show that policy implementation has been implemented but has not run optimally, as indicated by the existence of some people who choose schools based on the school's academic achievement, school reputation and school facilities. The supporting factors in implementing this policy are related to the policy targets, availability of resources, communication between organizations, characteristics of implementing agents and the attitudes of policy implementers. However, economic, social, and political conditions in the community and communication between organizations related to the manipulation of Family Card data so that the distribution of public school education is uneven & the lack of learning motivation of students who graduate through the domicile path with an older age than other paths. Researchers recommend optimizing socialization to the community, continuing efforts to improve education by the local government together with schools in facilitating facilities and infrastructure, human resources, and school management.

Abstract

UPTD Among Jiwo is a Technical Implementation Unit under the Semarang City Social Affairs Office is mandated to provide basic services for beneficiaries temporarily accommodated. Field demands that frequently exceed formal capacity, along with misperceptions regarding the institutional status of UPTD Among Jiwo, often create discrepancies in service expectations among external stakeholders. This study aims to analyze the implementation of planning, coordination, fostering, and supervision functions in delivering basic services and to identify factors influencing their implementation. The research employs a qualitative descriptive method using interviews, observation, and documentation. The analytical framework is based on George C. Edwards III’s policy implementation model and Van Meter and Van Horn’s perspective. The findings indicate that the implementation of duties has been carried out, however, it remains constrained by limited resources, the need for professional social workers (peksos) and social counsellors (pensos), and external environmental factors such as quota limitations and rigid eligibility requirements of provincial social institutions. Supporting factors include consistent internal communication and responsive, adaptive implementer disposition. The study recommends strengthening resources and enhancing operational budget utilization.
