Abstract

Pencemaran udara di kawasan industri merupakan permasalahan kompleks yang tidak dapat diselesaikan oleh satu aktor secara mandiri, sehingga membutuhkan pendekatan collaborative governance. Penelitian ini bertujuan untuk menganalisis dimensi commitment to process dalam proses collaborative governance pengendalian pencemaran udara di Kawasan Industri Wijayakusuma Kota Semarang, dengan menggunakan model Ansell dan Gash (2008). Metode penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi, dengan penentuan informan menggunakan teknik snowball sampling. Hasil penelitian menunjukkan bahwa commitment to process telah berkembang melalui tiga dimensi utama, yaitu mutual recognition of interdependence, shared ownership of process, dan openness to exploring mutual gains. Para pemangku kepentingan menunjukkan kesadaran akan saling ketergantungan dalam pengendalian pencemaran udara, keterlibatan aktif dan berkelanjutan dalam berbagai forum kolaborasi, serta keterbukaan untuk menyesuaikan posisi dan mencari solusi yang mengakomodasi kepentingan bersama. Namun demikian, komitmen terhadap proses kolaborasi belum sepenuhnya optimal karena masih menghadapi tantangan berupa inkonsistensi keterlibatan, keterbatasan mekanisme kolaboratif yang terstruktur, serta perbedaan pemahaman teknis antaraktor. Penelitian ini menegaskan bahwa penguatan commitment to process menjadi elemen kunci dalam meningkatkan efektivitas collaborative governance pengendalian pencemaran udara di kawasan industri.

Abstract

Every citizen has an equal right to employment, including persons with disabilities. The government has established a minimum quota policy of 2% for workers with disabilities in government agencies and 1% for private companies, as well as the establishment of Employment Units (ULD) at the regional level. However, in practice, the employment rate for persons with disabilities remains relatively low, and the implementation of the ULD's duties faces various capacity constraints. Therefore, capacity development at the organizational level is a crucial aspect in increasing the effectiveness of employment for persons with disabilities. This study aims to analyze the organizational-level dimensions of capacity development in employment at the ULD Ketenagakerjaan in Boyolali Regency. This study used a descriptive qualitative approach. Data were collected through in-depth interviews, observations, and documentation studies. Data analysis was conducted using Grindle and Hilderbrand's capacity development theory. The results indicate that the organizational-level dimensions of capacity development at the ULD Ketenagakerjaan demonstrate adaptive and collaborative capacity through cross-actor involvement, utilization of the LaPenta digital system, and participatory work mechanisms based on needs assessments.

Abstract

Transjakarta, as a public transportation system in Jakarta, plays a strategic role in reducing traffic congestion and meeting the mobility needs of the community. However, in its implementation, several problems are still encountered, particularly in South Jakarta on Corridors 13 and 6, such as an imbalance between fleet capacity and passenger demand as well as suboptimal service performance. This study aims to analyze the service quality of Transjakarta in meeting public transportation needs and to identify the supporting and inhibiting factors affecting service delivery. The research employs a descriptive qualitative approach using data collection techniques including observation, interviews, documentation, and questionnaires distributed to service users. The results indicate that the service quality of Transjakarta in South Jakarta is categorized as fairly good, as reflected in seven service dimensions: Self Esteem, Exceed Expectation, Recovery, Vision, Improve, Care, and Empower. The service is supported by staff professionalism, continuous training programs, facility improvements, and intermodal integration. Nevertheless, limitations in fleet availability, passenger overcrowding, facility disruptions, and inadequate stop accessibility remain significant challenges. Therefore, continuous improvement efforts are required to enhance the overall quality of Transjakarta services optimally.

Abstract

Gender Mainstreaming is a development strategy that requires effective institutional coordination to ensure proper implementation. This article aims to analyze the challenges of institutional coordination within DP3AP2KB in implementing Gender Mainstreaming in Jepara Regency. The study employed a descriptive qualitative approach, with data collected through interviews, observation, and documentation. The analysis used Potter and Brough’s Systemic Capacity Building theory, focusing on role capacity, structural capacity, and systems capacity. The findings show that DP3AP2KB’s institutional coordination has been supported by the division of tasks, organizational structure, coordination forums, and reporting systems. However, its implementation remains suboptimal because Gender Mainstreaming is still concentrated in the PPPA Division, the effectiveness of coordination forums and follow-up actions is inconsistent, and standardized procedures are not yet fully established. Therefore, the main challenge lies in the weak integration of roles, coordination structures, and work systems in supporting the consistent implementation of Gender Mainstreaming.
