Abstract

Business licensing services throughout Indonesia since 2021 are required to use the OSS RBA System in processing business permits. During the implementation of this national system, several problems have been found that are experienced by all users, including in the Province of DKI Jakarta, both in terms of system constraints, information, supporting services, and policy changes. This study aims to evaluate the OSS RBA System and analyze the challenges and drivers in the implementation of the OSS RBA System in DKI Jakarta. This study uses a qualitative-descriptive method and uses observation, literature study, and interviews with DPMPTSP DKI Jakarta and business actors who consulted regarding OSS RBA at DPMPTSP DKI Jakarta in collecting the data. This study uses the DeLone & McLean Information System Success Model (2003) to evaluate the OSS RBA System and identify the challenges and drivers in the implementation of the OSS RBA System. The results of the study found that the implementation of the OSS RBA System in DKI Jakarta excels in terms of service quality, basic information, general satisfaction, and net benefits, but needs to be evaluated regarding system quality and the provision of advanced information. The challenges include regulatory changes that still occur, the level of public understanding, and the escalation of problems to the central government, however strong and binding central government regulations and the supporting service programs provided become strong drivers. This study provides suggestions to BKPM and DPMPTSP DKI Jakarta as an evaluation of the implementation of the OSS RBA System to improve user convenience.

Abstract

This study aims to analyze the implementation of social service policies for the elderly at the Social Service Center for the Elderly (PPSLU) in Cepiring District, Kendal Regency, and identify the driving and inhibiting factors. The aging population phenomenon demands effective services for vulnerable elderly people, particularly in Kendal Regency, where the achievement of Minimum Service Standards (SPM) for health remains below 80%. This study employed a descriptive qualitative method, with data collection techniques including in-depth interviews, observation, and documentation studies. The analysis was conducted using George C. Edward III's theory, which encompasses the dimensions of communication, resources, disposition, and bureaucratic structure. The results indicate that the procedural implementation of social services has been carried out in accordance with SOPs and SPMs. The main driving factors are effective communication and the disposition of highly committed staff. However, the policy's success is hampered by resource limitations, particularly a minimal budget, which has resulted in damaged infrastructure and a shortage of medical personnel. Furthermore, the bureaucratic structure, with its rigid hierarchical coordination flow and building layout constraints, presents physical barriers to service delivery.

Abstract

As a livable city, Surakarta is committed to providing adequate public spaces for its citizens. However, the current realization of public Green Open Space (RTH) has only reached 4.69%, falling significantly short of the 20% minimum standard mandated by Law No. 26 of 2007. The City Government designated Solo Technopark as a priority public infrastructure project under Mayoral Regulation No. 33 of 2023. The development of Solo Technopark aims not only to expand green spaces but also to provide a hub for the creative economy, arts, and socio-cultural activities. Given its strategic role, evaluating visitor satisfaction at Solo Technopark is essential to ensure the effectiveness of its functions and its overall impact on the community. This study aims to analyze the influence of Facilities (X1) and Comfort (X2) on Visitor Satisfaction (Y) in Solo Technopark’s public space. A quantitative explanatory approach was employed, with data collected through interviews, documentation, and questionnaires distributed to 95 respondents using a simple random sampling technique. The results indicate that Facilities (X1) and Comfort (X2) partially have a positive and significant effect on Visitor Satisfaction (Y). Simultaneously, both independent variables also show a significant positive influence on Visitor Satisfaction (Y). Solo Technopark management is advised to optimize digital services, standardize infrastructure and navigation, and engage in creative community collaborations to improve the visitor experience.

Abstract

Student brawls in Kendal Regency have escalated from sporadic juvenile incidents into organised acts of collective violence involving bladed weapons and social-media-driven mobilisation, posing a tangible threat to public order and security. This study analyses the performance of the Kendal District Police (Polres Kendal) in handling student brawls and identifies the supporting and inhibiting factors affecting that performance. A descriptive qualitative method was applied with purposive and snowball sampling, involving structural officers of Polres Kendal as well as students previously implicated in brawls. Data were collected through in-depth interviews, non-participatory observation, and documentation, then analysed using the interactive model of Miles, Huberman, and Saldaña within Agus Dwiyanto's public-organisation performance framework. The study finds that police performance has been actively implemented across multiple dimensions, particularly in operational response and incident handling, through the simultaneous application of preventive, repressive, and educative measures. However, its effectiveness remains constrained, most notably in personnel capacity, territorial surveillance coverage, and the consistency of post-guidance monitoring. Conversely, the utilisation of cyber patrol technology, leadership support, and school collaboration constitute reinforcing factors, though their implementation requires further strengthening to generate more sustained impact in curbing recurring patterns of student brawls.

Abstract

Community empowerment through the Tourism Village Program is a strategic approach to community-based tourism development aimed at improving social welfare and local independence. Kalongan Village, located in Ungaran Timur District, Semarang Regency, possesses diverse natural and cultural tourism potentials. However, the implementation of the Tourism Village Program still faces various challenges in empowering the local community. This study aims to analyze the process of community empowerment through the Tourism Village Program in Kalongan Village and to examine the factors related to its implementation. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation. The informants consist of representatives from the Semarang Regency Tourism Office, Kalongan Village Government, Tourism Awareness Group (Pokdarwis), and local community members. The results indicate that community empowerment in Kalongan Village has been carried out through the stages of awareness-building, capacity building, and empowerment. Nevertheless, the empowerment process has not yet been fully optimized due to limitations in human resource capacity, uneven community participation, and weak coordination among stakeholders. The study concludes that the Tourism Village Program in Kalongan Village has significant potential to enhance community welfare, but it requires strengthened capacity building, continuous assistance, and more inclusive empowerment strategies. Therefore, it is recommended that local stakeholders intensify community development efforts, strengthen local institutions, and optimize community participation in tourism village management.

Abstract

Child marriage remains a serious social problem in Indonesia due to its impact on education, reproductive health, and children’s welfare. Although the minimum age for marriage has been raised to 19 years through Law Number 16 of 2019, the practice of child marriage still occurs through marriage dispensation mechanisms in the courts. In Jepara Regency itself, the number of marriage dispensation recommendations fluctuates, necessitating more systematic prevention efforts. This study aims to analyze the collaborative governance process in preventing child marriage in Jepara Regency and identify factors influencing this collaborative process. This study uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. Data analysis was conducted using an interactive analysis model that includes data reduction, data presentation, and drawing conclusions. The research analytical framework uses the collaborative governance theory of Ansell and Gash, which emphasizes face-to-face dialogue, trust-building, commitment to the process, shared understanding, and interim results. The results show that the collaborative process has been carried out through socialization activities, marriage dispensation counseling, and coordination between the Religious Court and the DP3AP2KB. However, this collaboration has not been optimal due to the lack of specific regulations, incidental coordination, and the dominance of curative rather than preventive approaches. Therefore, strengthening institutional design, clear regional regulations, and increasing the participation of various actors are needed to strengthen the collaborative governance process in preventing child marriage in Jepara Regency.

Abstract

This study examines the successful diffusion of a salt tunnel system innovation among the Jagad Kidul Salt Farmers Group in Kebumen Regency. This innovation was introduced through training by the Kebumen Regency Maritime Affairs and Fisheries Office in collaboration with the Tegal Fisheries Training and Extension Center and encouraged the establishment of Kampung Garam as a model for innovation based on local adaptation. The study aims to analyze the diffusion of innovation process and the factors supporting its success. The method used was qualitative with a descriptive approach. Data collection techniques included observation, interviews, and documentation. The analysis diffusion of innovation is based on Everett M. Rogers four main elements: innovation characteristics, communication channels, timeframe, social systems, and supporting factors. The results indicate that the diffusion of innovation proceeded well and was sustainable. The innovation was deemed profitable, easy to use, testable, and easily observed. Communication channels included interpersonal communication and mass media. The innovation decision-making process encompasses the stages of knowledge, persuasion, decision, implementation, and confirmation, with adopters as the primary adopters and early adopters. Success factors include individuals, culture, knowledge, and reinvention. The researchers recommend strengthening government support, particularly in marketing, facility suitability, strengthening opinion leaders, and program transparency.

Abstract

The high number of child violence cases in the City of Semarang forms the background of this research, despite the existence and implementation of the Child Friendly City (Kota Layak Anak/KLA) policy, particularly within the Special Protection Cluster, which has not yet been optimally fulfilled. This study aims to evaluate the implementation of the Child Friendly City (KLA) policy in Semarang, specifically in meeting the requirements of the Special Protection Cluster. This research employs a qualitative approach using the CIPP (Context, Input, Process, Product) evaluation model to obtain a comprehensive overview of the policy context, available resources, implementation processes, and achieved outcomes. Data collection techniques include in depth interviews, observation, and document analysis involving relevant government agencies and target groups. The findings indicate that in the implementation of the Child Friendly City policy, particularly in fulfilling Cluster V Special Protection, several obstacles remain, resulting in suboptimal implementation. The achievement of the “Main” category Child-Friendly City award does not necessarily indicate that children in Semarang are fully protected. The fact that not all areas of Semarang have been reached demonstrates that child protection efforts are not yet evenly distributed. This condition is influenced by various inhibiting factors, such as the limited number of human resources, the absence of clear success indicators, and a lack of commitment among policymakers. Overall, the implementation of the Child Friendly City policy in fulfilling Cluster V Special Protection has been carried out but has not yet been fully optimal in both preventive and curative aspects. Therefore, improvements are still needed in several areas, including strengthening coordination among the Gugus Tugas KLA, establishing an integrated reporting system, and reinforcing the commitment of the Task Force to ensure that children can grow and develop in a safe environment.

Abstract

Motor vehicle tax administration services at the Samsat Office of Sleman Regency represent a form of public service characterized by a high level of interaction between the government and the community. The identified issues relate to the clarity of service procedures, waiting time during service delivery, and the attitude of officers in serving the public. This study aims to analyze the implementation of the principles of transparency, effectiveness and efficiency, and accountability in public services at the Samsat Office of Sleman Regency, as well as to identify the supporting and inhibiting factors affecting their implementation. The research problems and objectives are examined using the concept of good governance through the principles of transparency, effectiveness and efficiency, and accountability as the analytical framework. This study employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation of service activities at the Samsat Office of Sleman Regency. The results indicate that the principles of transparency, effectiveness and efficiency, and accountability have been implemented through the provision of various service information channels, the application of a queue system, and mechanisms for supervision and public complaints. Service effectiveness is also supported by service innovations such as drive-thru services, mobile services, and the use of digital payment systems. The implementation of good governance principles has been carried out but has not yet reached an optimal level due to limitations in public digital literacy, fluctuations in the number of taxpayers, and the limited integration of digital service systems. This study recommends strengthening integrated digitalization of services and optimizing the drive-thru service innovation to improve the quality of public services at the Samsat Office of Sleman Regency.
