Abstract

The Child Identity Card (Kartu Identitas Anak/KIA) is a government policy to fulfill children’s civil rights and strengthen orderly population administration, as regulated in the Minister of Home Affairs Regulation No. 2 of 2016. It mandates local governments through the Population and Civil Registration Office (Disdukcapil) to provide KIA services for children from birth until one day before turning 17. This study analyzes the implementation of KIA issuance in Kecamatan Mijen, Kota Semarang, and identifies supporting and inhibiting factors. Using a descriptive qualitative approach with interviews, observations, and documentation, the findings show that KIA services have been implemented according to procedures and regulations, yet ownership in Mijen remains relatively low compared to other districts. Key obstacles include low public awareness of KIA’s urgency, uneven outreach, limited human resources and facilities, and social-geographic conditions affecting service coverage. Many parents still view KIA as a supplementary document processed only when needed for administrative purposes, such as school enrollment. Therefore, improving implementation requires stronger outreach, increased resource capacity, and better cross-sector coordination to reach targets more evenly and sustainably.

Abstract

This study aims to analyze the implementation of Minimum Service Standards (SPM) at the Public Service Agency of the Regional Technical Implementation Unit (BLUUPTD) of Bus Rapid Transit (BRT) Transportation in Semarang City and identify factors that support and hinder its implementation. This study uses a quantitative approach with descriptive statistical analysis methods and Importance Performance Analysis (IPA) to evaluate six dimensions of SPM, namely security, safety, comfort, affordability, equality, and regularity. The sampling method used is accidental sampling, the sample calculation method uses the Slovin formula so that this study uses 100 respondents. Data were obtained through distributing questionnaires to Trans Semarang BRT service users and supported by secondary data. The results of the study indicate that although some SPM indicators have been implemented quite well, there is still a gap between service performance and user expectations, especially in aspects of service regularity, schedule accuracy, route network integration, and information availability. Factors that influence the implementation of SPM include human resources, organizational strategy, service systems, and user behavior. Therefore, continuous evaluation and improvement of services are needed to improve the quality and reliability of public transportation in Semarang City.

Abstract

The fulfillment of adequate housing needs remains a social issue in urban areas, particularly for low-income communities. The Government of DKI Jakarta Province, through the Affordable Homeownership Program (Hunian Terjangkau Milik/HTM), seeks to expand access to homeownership by providing more affordable financing schemes. In its implementation, various challenges continue to affect the course of the program. This study aims to analyze the implementation of the Affordable Homeownership Program in East Jakarta and to identify factors influencing its implementation. The research employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation studies involving the Office of Public Housing and Settlement Areas, the Housing Fund Management Unit, as well as program beneficiaries and prospective beneficiaries. Data analysis was conducted qualitatively by referring to the policy accuracy theory proposed by Riant Nugroho and the policy implementation theory of Van Meter and Van Horn. The findings indicate that the Affordable Homeownership Program in East Jakarta has generally been implemented in accordance with prevailing regulations; however, its implementation has not yet been fully optimal, particularly in terms of target accuracy, environmental appropriateness, and process accuracy. Factors supporting program implementation include resources, the characteristics of implementing agencies, and the attitudes of implementers, while inhibiting factors include policy standards and objectives, and social, economic, and political environmental conditions. This study is expected to serve as an evaluative reference for local governments in improving the effectiveness of sustainable housing programs.

Abstract

The high growth of community mobility in the Bandung and Jakarta areas has caused various transportation problems, especially traffic congestion and dependence on private vehicles. The presence of the Jakarta-Bandung Fast Train (Whoosh) is expected to be a transportation solution that can improve travel efficiency and provide public value to the community. However, in its implementation, there are still various obstacles that affect the optimization of the use of this service, especially at the Summarecon Tegalluar Station. This study aims to analyze the public value in the use of the Jakarta-Bandung Fast Train public transportation at Tegalluar Summarecon Station. The study uses a qualitative descriptive method with data collection techniques through interviews, observation, and documentation. The research informants consisted of high-speed train service users and parties related to service operations. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the creation of public value in the Whoosh High-Speed Train service at Tegalluar Station has not been fully optimized. Several aspects, such as user satisfaction and service comfort, have been fulfilled through adequate facilities and a fast travel experience. However, there are still obstacles in terms of accessibility, integrated transportation, and ease of access to the station, which affect the effectiveness of service use by the community. In conclusion, high-speed rail services have great potential in creating public value, but require improved intermodal integration, improved accessibility, and strengthened coordination between stakeholders. Therefore, it is recommended that a more integrated connecting transportation system be developed and the quality of access infrastructure to the Summarecon Tegalluar Station be improved.

Abstract

The free education program at SMA Negeri Sumatera Selatan is an initiative of the Government of South Sumatra Province aimed at expanding access to internationally oriented quality secondary education for high-achieving students from underprivileged families as part of efforts to improve the quality of educational services and alleviate poverty. This study aims to analyze best practices, which include impact, partnership, sustainability, leadership, and transferability, as well as the supporting factors for the successful implementation of the free education program based on the policy implementation model proposed by George C. Edwards III, which consists of communication, resources, disposition, and bureaucratic structure. This research employs a descriptive qualitative approach using purposive sampling techniques. Data were collected through in-depth interviews, observation, and documentation, and were validated using source, and technique triangulation. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing. The results indicate that the free education program at SMA Negeri Sumatera Selatan meets the criteria of best practice through its impact on improving the quality of education and access for underprivileged families, partnerships involving government, academic institutions, and private sector, the sustainability of program development, delegative leadership, and its transferability to other regions. The supporting factors for the successful implementation of the program include clear, consistent, and continuous policy communication; the availability of competent human resources; adequate and sustainable budget support; and supportive facilities and infrastructure. In addition, the commitment of policy implementers and a well-structured bureaucratic system with clear division of authority and effective coordination also contribute to the program’s success. This study recommends that the Government of South Sumatra Province continue implementing and developing the free education program as a strategic public policy instrument to improve the quality of human resources and as a sustainable model for the implementation of free education policies.

Abstract

This study aims to analyze the role of PT Integrasi Transit Jakarta in the management of Martha Christina Tiahahu Literacy Park, South Jakarta. Martha Christina Tiahahu Literacy Park is one of the public spaces developed as a facility for literacy, education, recreation, and social interaction for the community. This research focuses on the role of PT Integrasi Transit Jakarta as the managing entity of the literacy park. This study employed a qualitative approach with a descriptive method. Data were collected through in-depth interviews, field observations, and documentation. The research informants consisted of the management of PT Integrasi Transit Jakarta, park operational staff, and visitors. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that PT Integrasi Transit Jakarta has performed most of its roles in managing the literacy park quite well, particularly as an innovator, modernizer, pioneer, and implementer. PT Integrasi Transit Jakarta has successfully introduced the concept of a literacy park integrated with a transitoriented area, utilized technology in monitoring and service systems, and activated the park through various literacy programs and community collaborations. However, its role as a stabilizer has not been fully optimal, particularly in enforcing regulations and preventing vandalism on park facilities. Supporting factors in the implementation of PT Integrasi Transit Jakarta’s role include organizational characteristics and management characteristics. Meanwhile, inhibiting factors stem from environmental characteristics and worker characteristics. Based on these findings, the management of Martha Christina Tiahahu Literacy Park by PT Integrasi Transit Jakarta needs to be continuously improved through strengthening supervision, enhancing facility quality, and developing sustainable literacy programs to ensure that the park functions optimally as an educational and inclusive public space.
