Abstract

The advancement of information technology has brought significant changes to Indonesia’s healthcare system, including the launch of the Mobile-JKN application by BPJS Kesehatan. This app features an online registration service to improve efficiency and reduce patient queues at primary healthcare facilities (community health centers). This study analyzes the implementation of the socialization of the online registration feature of the Mobile JKN app by community health centers in Temanggung Regency. This is a qualitative study using a case study approach. Data was collected through in-depth interviews with Heads of community health centers, JKN PIC officers, and community members who use the service. The analysis is framed by George C. Edwards III’s policy implementation theory, which highlights four key variables: communication, resources, implementer disposition, and bureaucratic structure. Findings indicate that although community health centers have made efforts through social media and direct education, the implementation of socialization remains suboptimal. The absence of specific standard operating procedures, limited human resources, lack of technical training, and inadequate support for community members, especially older people, are key barriers. Conversely, there is growing enthusiasm among the public, particularly among younger users, for adopting digital health services. This study recommends strengthening bureaucratic structures, expanding training for health workers, enhancing face-to-face communication strategies, and fostering closer collaboration between BPJS, the Health Office, and community health centers to support the digital transformation of health services in Indonesia.

Abstract

The online registration system at the hospital is an effort to make it easier for patients to obtain information and reduce waiting time. The implementation of this system aims to improve service quality, as assessed by patient satisfaction across 5 dimensions: reliability, responsiveness, assurance, empathy, and tangibles. Harapan Hospital in Magelang City began implementing online registration in September 2023, but no patient satisfaction assessments have been conducted. This study aims to assess outpatient satisfaction with the quality of online registration services at Harapan Hospital. This research was conducted from April to July 2025 using a quantitative descriptive survey approach. Data collection in this study was carried out by accidental sampling with a sample size of 166 respondents. The results showed that most outpatients (56.63%) at Harapan Hospital were satisfied with the quality of online registration services, and 43.37% of other patients were very satisfied. In each dimension of service quality, the majority of respondents expressed satisfaction with reliability (50.60%), responsiveness (57.23%), assurance (59.04%), empathy (68.67%), and tangibles (55.42%). The results of the study indicate that outpatient satisfaction with the quality of online registration services in across the dimensions of reliability, responsiveness, assurance, empathy, and tangible physical evidence is mostly categorized as satisfied.
