Menurut pandangan Ralph W Tyler, evaluasi sebagai suatu proses untuk memastikan sampai terealisasi atau tidaknya suatu goals. Penetapan terealisasi atau tidaknya goals, dirumuskan dalam tujuh tahap/langkah evaluasi berorientasi tujuan oleh Tyler.
