As the Technical Implementation Unit of the Directorate General of Capture Fisheries, PPN Pengambengan has one of the tasks in terms of security and safety of fishing vessels. In this case, the one who has the duty and authority is Syahbandar at the fishing port. The purpose of this research are to determine the SOP (Standard Operating Procedure) of the Kesyahbandaran section and conducted an analysis of improving the operational performance of the Kesyahbandaran in PPN Pengambengan. This research was conducted in March 2020, used the methods of qualitative and quantitative descriptive, and the data analysis used SWOT analysis. The results of this research were 16 main tasks and functions of the Kesyahbandaran on the operational, 11 are already running and 5 are not yet running. From the results of the SWOT analysis showed the strategy that can be applied in the Kesyahbandaran of PPN Pengambengan is a WO strategy that is to minimize weaknesses and take advantage of opportunities. The strategy includes the development of new land in the PPN Pengambengan, the procurement of watchtowers and the installation of CCTV in the port area, in collaboration with relevant agencies regarding to the operation and maintenance of ship docking, and dredging of the mooring pond.
