This study used the research and development (R&D) method with reference to a 4D model that is modified into 3D with the steps of refine, design, and develop. Data collection techniques used observation data, document review, and questionnaires. Data analysis techniques were descriptive, qualitative and quantitative. The subjects used in this study were physics teachers at SMAN 2, SMAN 6 and SMAN 7 Bengkulu City. Based on these results, it can be concluded that the learned tools developed is included in the very feasible criteria based on expert validation with an average percentage of 82% and have their own characteristics so that they were worthy of being tested and got a very good response from the teacher on the readability of learning devices with an average percentage an average of 87%.Keywords: Learning Device Development, Mental Model, PBL Model, Image and Graphic Representation
