<![CDATA[AbstrakDalam mengungkap kejahatan narkotika, menggunakan beberapa menejemen teknik seperti teknik undercover buy (pembelian terselubung), hal ini juga dilakukan oleh Polda Riau. Namun dalam teknis pelaksanaanya, teknik undercover buy ini memiliki resiko yang tinggi dan banyak kendala yang dihadapi. Penelitian ini bertujuan untuk mengetahui bagaimana upaya Polda Riau dalam pengungkapan kejahatan narkotika menggunakan teknik undercover buy. Penelitian ini yaitu dilakukan menggunakan metode kualitatif Berdasarkan hasil wawancara yang telah dilakukan, dapat disimpulkan bahwa ada kendala internal dan eskternal Polda Riau menggunakan teknik undercover buy seperti internal yaitu kurangnya jumlah personel, dana operasional tidak mencukupi, kurangnya peralatan yang diperlukan untuk pelaksanaan undercover buy dan sulitnya melakukan penangkapan karena banyaknya pelaku yang sudah mengetahui identitas agen penangkapan. Lalu, kendala eskternal yaitu tidak adanya keterlibatan Masyarakat, susahnya mendapatkan informasi, susahnya menentukan lokasi pembelian terselubung dan teror yang didapatkam oleh penyidik. Selanjutnya, tidak ada teknik khusus yang digunakan Polda Riau, hanya menggunakan teknik standar seperti penyergapan, penyamaran, dan penguntitan. Selain itu, beberapa faktor dipertimbangkan dalam perencanaan menggunakan teknik undercover buy yaitu jumlah orang, sifat dan luasnya pengawasan, uang, waktu, alat dan bantuan Hukum.Kata Kunci : Narkotika, Undercover buy, MenejemenAbstractIn uncovering narcotics crimes, several management techniques are used, such as the undercover buy technique, this is also carried out by the Riau Regional Police. However, in its technical implementation, this undercover buy technique has high risks and many obstacles to face. This research aims to find out how the Riau Regional Police attempt to reveal narcotics crimes using the undercover buy technique. This research was conducted using qualitative methods. Based on the results of the interviews that have been conducted, it can be concluded that there are internal and external obstacles to the Riau Regional Police using undercover buy techniques such as internal ones, namely the lack of personnel, insufficient operational funds, lack of equipment needed to carry out undercover buy and the difficulty make arrests because many perpetrators already know the identity of the arresting agent. Then, external obstacles include the lack of community involvement, the difficulty of obtaining information, the difficulty of determining the location of hidden purchases and the terror experienced by investigators. Furthermore, the Riau Police used no special techniques, they only used standard techniques such as ambush, disguise and stalking.
