Operational safety and efficiency in coal transshipment activities through ship-to-ship (STS) operations require comprehensive risk evaluation and strategy development, especially considering the dynamic characteristics of the maritime environment. This study aims to analyze the implementation of risk management and the effectiveness of control strategies in coal transshipment operations on MV. Lumoso Jaya operating in Bojonegara Waters. Using a qualitative approach through case studies, this study conducted operational risk mapping, impact analysis, and development of appropriate mitigation strategies. The research findings indicate that implementing a systematic risk evaluation system and measurable control strategies plays a significant role in minimizing incidents and ensuring compliance with maritime regulatory standards. Critical factors in the success of operations include synchronization between stakeholders and commitment to high operational standards. This study recommends strengthening work safety protocols and improving competency training programs for ship personnel to optimize operational safety.
