Improving the capacity of human resource management (HR) for coastal communities. Communities in this area have great potential in the capture fisheries, aquaculture, and seafood processing sectors, but still face various obstacles in forming and managing businesses collectively and sustainably. This activity is designed to equip the community with basic knowledge and skills in HR management through interactive presentation methods, group discussions, organizational simulations, and post-training assistance. The results showed an increase in participants' understanding of the importance of organizational structure, role division, group communication, and participatory leadership. The training also succeeded in raising critical awareness and community initiatives to form joint business groups. Theoretical discussions showed a strong link between the results of this service and the theory of experiential learning empowerment, which emphasizes active participation and social transformation based on collective awareness. Theoretical findings show that social change in coastal communities can begin with increasing internal capacity and collaboration in community-based business management.
