Abstract

This study aims to evaluate the compliance of heliport markings at Fatmawati Soekarno Bengkulu Airport with international standards (ICAO Annex 14 Vol. II) and national regulations (Regulation of the Director General of Civil Aviation No. KP 215 of 2019). The research background is based on the importance of standardizing heliport markings to ensure operational safety and efficiency, particularly since non-compliant markings can increase the risk of accidents and regulatory violations. The study focuses on markings in the FATO, TLOF, and Safety Area. The research employs qualitative and quantitative methods, including field observations, interviews with relevant stakeholders, and analysis of regulatory documents. The collected data were analyzed using gap analysis to identify discrepancies between existing conditions and applicable standards. The results indicate that the existing markings on the FATO and TLOF do not meet the minimum required standards, while the Safety Area markings are compliant. Based on these findings, the study proposes two solutions: (1) reducing the D-value to 9.64 meters to align existing markings without reconstruction, or (2) physically improving the heliport to meet standards. These recommendations are expected to serve as a reference for airport management in enhancing the safety and operational efficiency of the heliport.
