Education is essentially not only aimed at transferring knowledge but also at shaping personality. Values education plays a crucial role in shaping students into individuals with character. The problem identified in this study is that the learning process often emphasizes the cognitive aspect and ignores the affective dimension, resulting in students who excel academically but lack moral responsibility and social awareness. This study aims to analyze the role of values education in shaping students' personality and character. The method used is a literature study, with data collection techniques through documentation and recording from sources such as books, scientific journals, and relevant literature. The analysis was conducted descriptively qualitatively to identify patterns, concepts, and implications of values education in the context of PPKn or citizenship education. The results of the study indicate that values education does contribute significantly to the formation of students' personalities by fostering honesty, responsibility, discipline, empathy, and mutual respect. Furthermore, integrating values education into the learning process can strengthen students' moral awareness and prepare them to become good citizens and capable of facing the challenges of an ever-changing era. Therefore, this study concludes that values education is not merely a supplement, but a primary foundation for shaping students' personality and character holistically.
