Abstract One of the hazardous substances that are not allowed in the composition of cosmetics is mercury, the issue of consumer comfort, peace, and welfare is the most basic and main thing for consumer protection. This research aims to find out how the form of consumer protection against cosmetics containing mercury. The method used in this research is empirical legal research. The results of this study indicate that the law has clearly regulated business actors still do not fulfill their obligations, so that consumer right are not fulfilled. The cause of weak consumer protection against cosmetic products containing mercury is due to the lack of knowledge possessed by business actors or consumers. The causes of weak consumer protection against mercury-containing cosmetic products are the lack of knowledge possessed by business actors or consumers, the sense of responsibility possessed by business actors, the absence of socialization provided, consumers who are tempted by low prices, and the lack of supervision or protecton Keywords: Consumer protection, Cosmetics, Mercury. Abstrak Salah satu substansi berbahaya yang tidak diperkenankan ada dalam komposisi kosmetik adalah merkuri, permasalahan kenyamanan, ketentraman, dan kesejahteraan konsumen merupakan hal paling mendasar dan utama bagi perlindungan konsumen. Penelitian ini bertujuan untuk mengetahui bagaimana bentuk perlindungan konsumen terhadap kosmetik yang mengandung merkuri. Metode yang digunakan dalam penelitian ini adalah jenis penelitian hukum empiris. Hasil penelitian ini menunjukkan bahwa undang-undang sudah mengatur dengan jelas pelaku usaha masih tidak memenuhi kewajibannya, sehingga hak-hak konsumen tidak terpenuhi. Penyebab dari lemahnya perlindungan konsumen terhadap produk kosmetik mengandung merkuri karena minimnya pengetahuan yang dimiliki oleh pelaku usaha ataupun konsumen, rasa tanggung jawab yang dimiliki pelaku usaha, tidak adanya sosialisasi yang diberikan, konsumen yang tergiur dengan harga murah, dan kurangnya pengawasan ataupun perlindungan yang dimiliki.
