PT Sinarmas LDA Usaha Pelabuhan is a port company that provides ship pilotage and towing services. However, its implementation faces several challenges, including inadequate towing services, suboptimal human resource skills and professionalism, and suboptimal safety and security aspects. These challenges have affected the company's operational targets. This study aims to analyse the effect of ship pilotage and towing services on the achievement of operational targets. This study uses a quantitative method with a descriptive approach. Sixty respondents were selected using purposive sampling, taking into account certain criteria. Data were collected through an online questionnaire from respondents involved in ship pilotage and towing operations. The results show that both ship pilotage and ship salvage services, either partially or simultaneously, have a significant influence on the achievement of operational targets. Improvements in response time and discipline in the use of personal protective equipment (PPE), regular soft skills training, and the development of a real-time monitoring system are necessary to identify and overcome operational constraints.
