Education plays a crucial role in shaping students’ character and personality, one of which is implemented through scouting Extracurricular activities. However, its implementation in elementary school often faces obstcles such as limited resources and monotonous training methods. The research employed a qualitative approach using Partcivatory Action Research (PAR), wich involved ctcles of planning, action, observation, and reflection. The findings revealed that collaboration between KKN students and teachers significantly enhanced students’ values of discipline, responsibility, independence, leadership, cooperation, and self confidence through varied scouting activities such as contextual methods, songs, games, and marching drills. Teachers served as mentors and evaluators, while students contributed creativity and motivation, making the activities more enganging and effective. Thus, scouting functions as an effective medium for implementing pancasila-based character education when carried out collaboratively and consistently in elementary school
