Strategi Mitigasi Bencana Banjir Di Kawasan Permukiman Sekitar Estuari Pantai Di Kecamatan Kuta Raja, Banda Aceh, Aceh

Abstract

Banjir limpahan dari luapan air sungai dan genangan air saat air laut pasang menyebabkan tergenangnya lahan rendah di kawasan muara sungai-pantai. Kecamatan Kuta Raja, yang berada di kawasan pesisir Kota Banda Aceh, Indonesia, merupakan daerah rentan banjir karena sebagian areanya berada di bawah permukaan laut dan memiliki karakteristik rawa-rawa. Banjir menyebabkan penurunan kualitas kehidupan masyarakat dan merusak infrastruktur. Tujuan penelitian ini adalah mengidentifikasi karakteristik ancaman banjir dan bentuk kerusakan di kawasan permukiman muara sungai-pantai di Kecamatan Kutaraja berdasarkan pola datang banjir, lama genangan, dan pola surut banjir, serta memberikan rekomendasi strategi mitigasi. Data primer dikumpulkan melalui wawancara dan observasi lapangan, sementara data sekunder didapatkan dari dokumen dan lembaga terkait. Peta dibuat menggunakan perangkat lunak GIS. Analisis dilakukan dengan metode deskriptif kualitatif dan SWOT. Hasil penelitian ini menunjukkan bahwa banjir di Kecamatan Kuta Raja umumnya terjadi secara bertahap. Topografinya yang landai membuat genangan berlangsung lama saat intensitas hujan tinggi. Surutnya banjir berlangsung secara bertahap dan adanya vegetasi membuat banjir surut lebih cepat. Kerusakan berupa tergerusnya tanah, terendamnya rumah berpondasi rendah dan rusaknya jalan. Strategi mitigasi yang direkomendasikan yaitu meninggikan teras rumah, mengadakan sosialisasi tentang banjir, menjadikan mesjid dan sekolah sebagai tempat mengungsi, perencanaan jalur evakuasi, serta menjaga vegetasi. ABSTRACT Flooding from river overflows and high tides causes inundation of low-lying land in river-coastal estuary areas. Kuta Raja Sub-district, located on the coast of Banda Aceh City, Indonesia, is flood-prone because it is below sea level and characterized by swamps. Flooding reduces the quality of life of the community and damages infrastructure. The study aims to identify the characteristics of flood threats and damage in the coastal-river estuary residential areas in Kutaraja based on the pattern of flood arrival, inundation duration, and flood receding pattern and provide recommendations for mitigation strategies. Primary data were collected through interviews and field observations, while secondary data were gained from relevant documents and institutions. Maps were created using GIS software. Analysis was conducted using descriptive qualitative and SWOT methods. The results showed that flooding in Kuta Raja generally occurs gradually. The sloping topography makes inundation last long when the rain intensity is high. Flood receding occurs gradually, while vegetation makes floods recede more quickly. The damage is soil erosion, submerged houses with low foundations, and road damage. The recommended mitigation strategies are raising the house terrace, conducting socialization about flooding, using mosques and schools as evacuation places, planning evacuation routes, and maintaining vegetation
