<![CDATA[Abstrak Penelitian ini bertujuan untuk menganalisis implikasi penerapan Pasal 228 ayat (1) Peraturan Dewan Perwakilan Rakyat Republik Indonesia Nomor 1 Tahun 2025 tentang Tata Tertib DPR terhadap potensi penyalahgunaan kewenangan dalam sistem ketatanegaraan Indonesia. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan, konseptual, dan historis. Hasil penelitian menunjukkan bahwa kewenangan evaluatif DPR sebagaimana diatur dalam ketentuan tersebut berpotensi melampaui kewenangan konstitusional karena tidak memiliki dasar yang tegas dalam Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 dan Undang-Undang Nomor 17 Tahun 2014. Ketentuan ini juga berpotensi menimbulkan tumpang tindih kewenangan dan mengganggu prinsip checks and balances. Oleh karena itu, diperlukan penataan kembali pengaturan kewenangan DPR agar sejalan dengan prinsip negara hukum. Kata Kunci DPR RI, tata tertib DPR, penyalahgunaan kewenangan, checks and balances. Abstract This study analyzes the implications of the implementation of Article 228 paragraph (1) of the Regulation of the House of Representatives of the Republic of Indonesia Number 1 of 2025 on the potential abuse of power within Indonesia’s constitutional system. This research employs a normative legal method using statutory, conceptual, and historical approaches. The findings indicate that the evaluative authority granted to the DPR potentially exceeds its constitutional limits due to the absence of a clear legal basis in the 1945 Constitution and Law Number 17 of 2014. The provision may also create overlapping authority and undermine the principle of checks and balances. Therefore, a reorganization of the DPR’s authority is necessary to ensure compliance with constitutional principles.
