The educational issues at SDN 01 Benteng Pasar Atas in Bukittinggi City demonstrate the dominance of a centralistic approach in policy-making and a lack of involvement from teachers and students in curriculum development. This study aims to analyze these issues and propose solutions based on policy decentralization and the development of contextual and adaptive curricula. Using a literature review method, this study examines both national and international literature. The analysis results indicate that involving local stakeholders, utilizing technology, and adopting active learning approaches can significantly enhance the quality of education at the elementary school level.
