Abstract

This study aims to explore how village governments can build agile and adaptive capacity in public service delivery. The study of agile governance at the village government level is an underexplored area. As the spearhead of public service delivery for the community, village governments have a strategic responsibility and position to transform macro policies into targeted service outputs, ensuring that the basic needs of local communities are met in a targeted and sustainable manner. Using a qualitative approach conducted from 2022 to 2024 in nine village governments in East Java, this study explores variations in public service practices and governance dynamics. The findings reveal three distinct patterns of agile governance implementation-digital, conventional, and hybrid-suggesting that agility is driven not only by technology adoption but also by the interaction between flexible service processes, adaptive human resources, and context-based service strategies. This research contributes to the literature by demonstrating that agile governance in resource-constrained village contexts emerges through socially embedded and context-driven adaptive practices, expanding existing perspectives that primarily emphasize the digital and structural dimensions. The conceptual framework of agile governance for village governments in this study provides insights into how these dimensions dynamically interact to improve public service delivery.
