Informal workers, including refrigeration technicians, remain the most vulnerable group in Indonesia's labor structure due to limited access to social security. Limited regulations, misaligned mandates between institutions, and weak implementation mechanisms have slowed the expansion of social protection coverage.This paper discusses the need for an in-depth analysis of how the BPJS Ketenagakerjaan program (BPJS Ketenagakerjaan) is implemented for refrigeration technicians, a subset of informal workers. This study is crucial for understanding participation levels, the obstacles faced, and strategies for expanding social security coverage. This study is conducted through an analysis of the applicable legal framework and an evaluation of policy practices.
