This study aims to analyze the role of education as a moral infrastructure in shaping students' character and implementing it for inclusive human development amidst social transformation. This analysis is important because contemporary education is not only oriented towards cognitive achievement, but also the formation of values, ethics, and social justice. The research method used is a qualitative approach through literature study and conceptual analysis of scientific sources, educational policies, and character education practices. The results show that character-based education serves as a moral foundation that integrates the values of humanity, tolerance, and social justice. This research contributes to strengthening the conceptual framework of education as a moral infrastructure for inclusive education development policies and practices.
