Abstract

This research begins with the issue of the assumption of language neutrality in scientific and political discourse, particularly in state speeches, which in practice contain certain identity and ideological constructions. This study aims to analyze how metaphors and modalities function in constructing collective identity representations and affirming the ideological orientation of the state through the language of state speeches. The research uses an interpretive qualitative approach by combining linguistic hermeneutics and Fairclough's Critical Discourse Analysis model. The research data consists of the text of the state speech of the President of the Republic of Indonesia at the Annual Session of the People's Consultative Assembly (MPR) and the joint session of the House of Representatives (DPR) and the Regional Representative Council (DPD) in 2025, obtained through official text documentation. Data analysis was carried out in stages at the textual level, discourse practice, and social practice. The results show that metaphors are used to frame social reality and state policy in a normative and persuasive manner, while modalities play a role in establishing the authority of the speaker and legitimizing the position and institutional actions of the state. The integration of hermeneutics and Critical Discourse Analysis allows for the disclosure of ideological meanings that are not visible on the surface of the text, while simultaneously revealing the power relations at work in the production of state discourse. This study concludes that language in state speeches is not neutral, but rather functions as an ideological instrument in the formation of meaning, identity, and political legitimacy
