This study aimed to develop a Learning Evaluation textbook specifically designed for students at PGRI Silampari University by applying the 4D development model, which includes the Define, Design, Develop, and Disseminate stages. The development of this textbook is motivated by the limited contextual teaching materials that are appropriate to student characteristics, curriculum demands, and competencies that must be achieved in the Learning Evaluation course. The method used was a needs analysis at the initial stage to identify the shortcomings of available learning resources, followed by validation tests conducted by linguists, material experts, and media experts to assess the feasibility of the developed textbook. The results showed that the product obtained a very high level of validity, namely language validity of 93.75%, material validity of 89.28%, and media validity of 85%, so it is categorized as very suitable for use; these results indicate that the developed textbook has met academic standards in terms of language clarity, content accuracy, presentation systematics, and visual appearance. In conclusion, this textbook is expected to help students better understand the concept of learning evaluation and improve learning outcomes through structured material presentation, equipped with examples and practical activities, while also contributing to the development of contextual teaching materials at PGRI Silampari University.
