The implementation of a competency-based merit system in the Indonesian Civil Service requires strengthening interpersonal and social competencies to enhance organizational performance and public service quality. However, these competencies have not been optimally integrated into the competency development program at the Regional Civil Service and Human Resource Development Agency (BKPSDM) of Surakarta. This community service program aimed to improve civil servants' knowledge and skills in effective communication, teamwork, service empathy, and conflict management to support competency-based merit system implementation. A participatory approach was employed through needs assessment, training sessions, simulations, role-play, action plan development, and evaluation using the Kirkpatrick Level 1 and Level 2 models with pretest-posttest and participant satisfaction questionnaires. Thirty-one civil servants representing various local government agencies participated in the program. The results demonstrated a substantial improvement in participants' average scores, increasing from 51 in the pretest to 80 in the posttest (56.9% improvement). Participant evaluations also indicated very good ratings for the training program (3.30), facilitators (3.47), and facilities (3.46). These findings indicate that the program effectively improved participants' competencies while achieving high participant satisfaction. As a follow-up, a collaborative In-On-In training model based on transformative learning will be implemented in partnership with BKPSDM Surakarta.
